The Project Buyer is responsible for managing approved vendors and inventory for our Commercial projects on a day to day basis. Day to day, tasks consist of managing service vendors and arranging inventory.  Key deliverables focus on timeliness and quality.  Also responsible for monitoring submitted cases (issue log) and working with team to resolve quickly.

• Managing service vendors

• Compare service vendor quotes to projects to ensure quantities are correct and costs follow submitted standard costs

• Negotiate with vendor to reduce costs

• Issue Purchase order to vendor

• Follow up as needed if issues

• Arranging inventory

• Review inventory levels daily against total demand and place Purchase Orders as needed

• Create Transfer Orders in system to allocate inventory to different locations

• Arrange shipping from manufacturing vendors for urgent projects
• 从制造商那里运送紧急项目
• Follow up product and service delivery after PO is released; apply for payment based on company’s procedure and payment terms

• Keep the project going on with timely delivery and good quality requirements;

• Attend the Meeting of Projects and have a good purchasing control for projects;
• 参加项目会议，能够良好地控制项目采购；
• Support the Client Proposal in supplier selection & cost & delivery side at the bidding stage if needed;
• 根据需要，在投标阶段为有关供应商的选择、成本及交付方面事项提供帮助；
• Take the complete purchasing responsibility for the related project;
• 承担相关项目的采购责任；
• Manage vendors to ensure high quality, on time, and low total cost; understand and mitigate supplier risk;
• 管理供应商，确保其提供优质、及时、低成本的服务；了解并降低供应商的风险；

• Develop more potential suppliers for the projects as needed;
• 需要为项目开发更多潜在供应商；
• Follow ISO9000 procedure to sign agreement, audit vendor, assess vendor;
• ISO9000流程，签署协议，审核供应商，评估供应商；
• Coordinate with vendor on quality issues (“cases”) and quickly resolve in a way that prevents repeat issues;
• 与供应商协调质量问题（“案例”），快速解决问题避免同样的问题发生；

• Timeliness of order arrival rate (product and service);
• 到货率（产品和服务）的及时性；
• Cost reduction;
• 降低成本；
• Purchase Order document management: amounts, key dates, etc;
• 采购订单文档管理：金额，关键日期等；
• Supplier management: search, audit, vendor setup and inclusion on AVL (Approved Vendor List), conduct quarterly and annual vendor reviews and audits with team;
• 供应商管理：寻找，审核，在AVL（已批准的供应商列表）中建立供应商，与团队一起进行季度和年度供应商审核和评审；

    

Experience: 经验

• Bachelor degree with major in Mechanical HAVC/Engineering or related;
• 具有机械暖通系统/工程或相关专业的本科学历；
• Strong inter-personal skills with ability to work through all levels of organization, internal and external;
• 具备良好的人际交往能力，能够在内部和外部各级组织中工作；
• ERP experience is a plus;
• 具有ERP经验者优先考虑；
• Higher work efficiency under pressure to support the projects;
• 能承受工作压力，协助项目高效完成；
• Good team work spirit;
• 良好的团队合作精神；
• Good communication and much stronger negotiation skill & strategy are required;
• 具备良好的沟通能力、谈判技巧和策略；

    

Desired Skills:  所需技能／特点 

• Minimum of 3 years’ experience in Purchasing/Engineering/or Project Management in HVAC industry or above;
• 在暖通空调行业具有至少3年及以上的采购/工程/项目管理经验；
• Good verbal and written English;
• 良好的口头和书面英语沟通技巧；
• Have a good knowledge of ISO9000;
• 熟悉ISO9000；
• Self-motivated with time/cost sense
• 有着较强的时间/成本意识
