2. 职责/Mission

负责公司成品在中国市场的准入工作。通过一系列政策分析、医保谈判、药品采购招标等工作,实现公司产品在医保准入和采购准入的目标。

Responsible for all the works concerning the market access of finished products in China. To achieve the company's products in both medical insurance access and procurement access objectives through policy analysis, medical insurance negotiations, drug procurement bidding and other work.

3. 主要工作/Main Activities

  • 及时搜集国家及地方医保、招标、物价等方面的药政信息和政策法规,并做相应的研究、分析,为公司产品减少准入壁垒、增加准入机会提供建议。
  • 建立并完善各地准入相关的政府组织架构、公共资源关系等相关信息档案。与相关政府部门、研究机构、招标平台等组织建立并维持良好的沟通关系,保障各类医保及招标的信息渠道畅通。
  • 根据公司战略发展需要和新产品医保准入要求,完成相关医保准入谈判工作。
  • 密切关注各类招标动向,及时掌握相关信息,通过内部与外部资源整合,完成从国家到省市各级各类招标、议价工作。包括但不限于投标目录列名、投标策略制定、文件审核、申诉等,确保公司产品及时有效中标,实现采购准入。
  • 及时掌握每个产品竞争者的中标及市场情况,结合自身产品特点、历史投标情况、各地准入细则进行深入分析,针对每个特定的市场合理设定报价策略,实现价格保护和中标市场的最优平衡。
  • 有效管理各省市招采平台上的数据、信息,包括企业及产品信息更新、采购订单、交易合同、交易价格等。迅速有效处理任何异常数据和信息。
  • 及时应对与处理各区域市场准入的突发事件。
  • 依据各类医保准入与采购准入的政策变化,不断调整和优化内部工作流程。
  • 负责准入团队管理、各类数据库动态更新及日常汇报。
  • Timely collect information and policies related to national and local health insurance, tendering, pricing. Conduct relevant research and analysis for providing advice on how to reduce access barriers and increase access opportunities for company's products.
  • Establish and improve the information files related to the local access governmental organization structure, public resource relations. Build and maintain good communication relationship with those organizations including relevant government departments, research institutions, and tender agency. Ensure the smooth information channels of all kinds of medical insurance and bidding.
  • Carry out negotiations on the BMI access, according to the company's strategic planning and new product medical insurance access requirements.
  • Pay close attention to all kinds of bidding trends, timely grasp the relevant information. Complete all kinds of bidding and bargaining work from national to provincial levels via leveraging internal and external resources. Including but not limited to listing product into bidding catalogue, formulation of bidding strategy, review of documents, appeal. Ensure the company's products timely and effectively win the bid, achieve procurement access.
  • Keep track of the competitive bidding and market situation of each product. Make a deep analysis by combining information and data of own product characteristics, historical bidding result, local access rules. Work out a reasonable pricing strategy for every specific market. Achieve a best balance between price protection and winning area.
  • Effectively manage the data and information on the bidding and purchasing platform of various provinces and cities. Including enterprise and product information updates, purchase orders, trading contracts, trading prices, etc. Quickly and efficiently handle any abnormal data and information.
  • Responsible for the timely response and handling of market access emergencies in various regions.
  • Continually adjust and optimize internal workflow according to the policy changes of medical insurance access and procurement access.
  • Responsible for team management, database dynamic updating and daily report.

4. 能力要求/Competence

  • 全日制本科以上学历,医学、药学、卫生保健、公共事务管理、经济学或法学相关专业优先。
  • 8年以上医药行业从业经历,不少于3年的政府事务、市场准入(招投标)实际操作经验。有在公共机构或外商投资制药企业工作经历为佳。
  • 了解国家卫生健康与医疗保障体系,熟知医药招标发展历史,熟悉相关政府事务及准入工作的基本流程,具有一定的政府或社会资源。
  • 了解与医保准入及采购准入相关的法律法规,具备准入工作相关的专业知识,知晓药物经济学。
  • 具有敏锐的政策嗅觉,缜密的逻辑思维能力,快速应变能力,公关谈判能力。
  • 良好的文字功底和优秀的沟通能力,职业形象良好,谈吐得体。
  • 较强的组织力和执行力,积极勤奋,自我激励; 富有责任心和团队协作精神。
  • 英语6级以上,听说读写熟练。
  • 熟练使用电脑办公软件。
  • Full-time bachelor degree or above. Major in medicine, pharmacy, health care, public affairs management, economics or law is preferred.
  • 8 years above working experience in Medical / Pharmaceutical industry. Not less than 3 years of practical experience in government affairs and market access (bidding). Working experience in a public institution or foreign invested pharmaceutical company is preferred.
  • Understand China health care and medical security system, know well the history of medical bidding, and familiar with the basic process of government affairs and access work. Having certain governmental or social resources.
  • Be aware of laws and regulations related to medical insurance access and procurement access. Having professional knowledge of medical access, know pharmacoeconomics.
  • Have a keen sense of policy, careful logical thinking ability, quick response ability, public relations negotiation ability.
  • Good writing and excellent communication skills. Good professional image and proper conversation.
  • Strong organizational and executive ability, active and diligent, self-motivated; Responsible and team spirit.
  • English level 6 or above, proficient in listening, speaking, reading and writing.
  • Proficient in using computer office software.
