Job Purpose / Principle Responsibilities  

Work in QA/QC department and assign as Project Quality Manager for specific project, and has overall responsibility for supporting project management team at module fabrication yard, and provide support and quality advice to PM while ensuring all Quality assurance and quality control activities are completed complying with client requirements in a professional manner.  

Job Accountabilities / Responsibilities

·          Responsible for Advise and set up QC team, and specify team’ roles, size and quality objectives.

·          Advise the PM on progress status, anticipate risk areas, suggest mitigations and highlight all areas of concern about quality issues.

·          Be Responsible to work with PMT to prepare project Quality Plan, ITP and all related procedures.

·          Support PMT in preparation of project quality strategy and execution plan, related procedures, check sheets,  etc. ·          Analyse scope of work, advise the resources needed, support and advise Project resource planning. Optimize work allocations between subcontractors and also shall support the subcontract team leaders in executing the scope, as required

·          Work with Customer’s inspectors to update progress and obtain feedback on quality work. Quality discussion and negotiation with Customer, when needed.

·          Support and advise PM to manage interfaces with Customer, Vendor and Thirty Party, help PM to negotiate on all quality issues.

·          Participate in Engineering design review, constructability review and HAZOP review, operability review. Provide suggestion to PM and the team to work on any non-compliances and all deviations.

·          Support PMT and construction team in the prioritization of the activities, schedule, and resource mobilization. ·          Supervise Quality team to ensure it has a firm understanding of its roles and accountabilities and advise on day-to-day QC activity.

·           Ensure that all quality activities take place as planned and according to related procedures with all test records fully documented by Quality team.

·          Responsible for Quality documentation and quality records review and approval before handing over to client or third party.

Job Holder Requirement Qualifications: 

·         Proficient in English, good working knowledge in Chinese is an additional advantage.   

·         Solid track record in working as offshore industry such as Jacket, module and process/utility plant as lead  Quality Engineer or Senior Quality Management  role.

·         High-level exposure to prefabrication and assembly site.  

·         A recognized degree in Mechanical/petrochemical /offshore (onshore) engineering etc. from an accredited college or university.            

Experience

·         Over 10 years in Oil & Gas industry (onshore or offshore), and 2 to 3 years working experience in china. Experience in process plant and offshore industry is beneficial

·         Thorough knowledge of material, welding, inspection and testing, non-destructive testing, Quality Control and pre-commissioning , industrial and regulatory standards.            

Competencies:

1.      Ability to communicate in Chinese is an added advantage

2.      Excellent written and verbal communication skills in English

3.      Good organizational and leadership skills

4.      Familiarity with Quality management system, such as ISO 9001, ASME etc

5.      Familiarity with international and national standards, code and project specification

6.      Familiarity with Microsoft Office software.

7.      Professional  certificates such as CWI , ASNT etc

8.       With Singapore/Malaysian nationality or equivalent
