职位描述

1.POSITION SUMMARY
HR Training and Career Development Manager will be responsible for designing and delivering innovative Training and Career Development solutions that support strategic objectives of the company . He/she will work in close partnership with internal customers to define corporate, individual and global requirements and create robust HR Training and Career Development implementation strategies. He/she will contribute instructional design and facilitation expertise. He/she will be tracking and reporting HR Training and Career Development program analytics, including adoption rates, learner satisfaction, program supplier selection & performance evaluation, as well as business impact of the programs.

2.ESSENTIAL DUTIES AND PRIMARY RESPONSIBILITIES include the following:
a.Responsible for HR Training and Career Development Strategy & elaborate Work Plan.
b.Responsible for company & statutorily required Job Qualification Plan /Accreditation Scheme.
c.Responsible for conducting Employee Satisfaction Survey, related statistics analysis & proposals.
d.Responsible for Employee Health & Safety 1st Priority Conscious Campaign & sick-rate reduction.
e.Responsible for company's own Apprenticeship / Scholarship / Sponsorship Program
f.Lead & Coordinate all HR Training and Career Development related staff programs and activities in team work with every department or functional processesfor every employee.
g.Lead & Coordinate to build up learning environment and training system to support people, develop leadership and/or career strategy harmonizing mutual & common needs.
h.Lead & Coordinate all suitable company-level training and career development programs for every employee, to meet company growth orientation and requirements.
i.Lead & Coordinate Trainer Development programs and coach others involved in company-level training efforts, providing effective individual growth and career development opportunities.
j.Lead & Coordinate company-level training calendar, prepare training and organize training events.
k.Lead & Coordinate effective company-level training materials utilizing a variety of media.
l.Lead & Coordinate different department for development and execution of the training courses.
m.Lead & Coordinate communications and logistics related to all HR Training and Career Development related staff programs and activities, deliver, follow-up deployed training programs and courses.
n.Lead & Coordinate follow-up studies of all completed training to evaluate and measure results to ensure programs meet objectives and are evaluated to illustrate how learning impacts performance.
o.Lead & Coordinate training programs for leaders and professionals for both general basic fundaments and more advanced requirements, in both face-to-face and virtual classroom environments.
p.Design and Lead to systematically develop, provide training & knowledge-acquisition solutions.
q.Design and Lead Competence Management across the board, as the Process Owner.
r.Design and Lead leadership & career professional enhancement platform and programs.
s.Design and Lead training content and support materials for training developed in-house, harmonizing departmentalized needs, manage and validate vendor relationships for up-to-date sourced content.
t.Other duties may be assigned.

3.SPECIAL TASKS AND PROJECT SUPPORT
a.Facilitate process owners or line managers to define & execute On-board & On-Job Training Program.
b.Facilitate process owners or line managers to define & execute departmentalized Skill-matrix.
c.Facilitate personal or team Training and Career Development initiative in organized structure.
d.Facilitate both line managers and concerned individuals on methods of people development by professional suggestions to collect valid input on tailor-made solutions and detailed implementation.
e.Facilitate PCM Apprenticeship Program in China.
f.Facilitate timely and effective communications such as bulletin boards and newsletters to ensure employees have knowledge of and benefit from activity events and general information.
g.Other duties may be assigned.

4.STRATEGIC DEVELOPMENT
a.Design and optimize Learning Impacted Career Performance & Individual Development Program.
b.Design and optimize Workplace Lifetime Learning / Training Concept and process.
c.Other duties may be assigned.

5.NETWORKING WITH GROUP TALENT INITIATIVE & MANAGEMENT PROGRAM
a.Partner with other members of company and key stakeholders from Group to deploy global learning programs aligned with broader talent management goals and initiatives.
b.Promote Company's value, culture, continuous learning for knowledge & skill acquisition.
c.Other duties may be assigned.

6.MONTHLY MEETINGS AND REPORTING
a.Participate in monthly Management Meeting to represent Training & Career Development Process.
b.Report Training & Career Development measurable status & progress & targets fulfillment.
c.Report gap analysis based on self- assessment of person concerned in consultation with his/her line manager, recommend individual directions and develop tailor-made Action Plan accordingly.
d.Report on Training & Career Development generic trends in the company as well as in the market.
e.Report to General Manager on Internal Customer Satisfaction metrics on the Process performance.
f.Other duties may be assigned.

7.BUSINESS BUDGET PLAN AND SPENDING AUTHORIZATION CONTROL
a.Participate in annual business budgeting process.
b.Report monthly Training & Career Development budgetary discretion and spending control.
c.Other duties may be assigned.

8.LEADERSHIP RESPONSIBILITIES & MANAGEMENT SKILLS
a.Define goals, motivate teams, check execution, measure performance and realized follow-up.
b.Proven entrepreneurial and leadership skills and interact well in cross-functional teams.
c.Competent to communicate with stakeholders from different functions at different hierarchy levels.
d.Strong in aspects of analytical thinking, solution finding, problem solving and managing project.
e.Excellent ability to balance multiple priorities and deliver a high quality work on a timely basis.
f.Outstanding coaching, multi-tasking and facilitation skills and confidence to convince & persuade.
g.Seamless cooperation and harmony with the rest of teams.
h.Other duties may be assigned.

9.QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below represent the minimum of knowledge, skill, and/or ability required. Reasonable performance demands may be made to enable qualified individuals to perform the essential and optimal functions.

a.EDUCATION & KNOWLEDGE
?Bachelor's degree with studied and applied knowledge in organizational development, human resources, business administration, social science, psychology or related discipline required.
?Formal training and at least 3 years experience in instructional design, developing programs accommodating a variety of learning styles, cultural preferences, resource and attention constraints.

b.EXPERIENCE & BACKGROUND REQUIREMENTS
?Minimum 5 years progressive experience in a training or organizational development capacity, preferably with multi-national corporations in the technology or manufacturing sector, including at least 2 years of management or team-leading experience in HR training & career development areas.
?Must have prior experience managing leadership development programs as well as innovating basic continuous learning solutions for shop-floor operators in creating customized training content as well as facilitating training for a wide variety of learners in an engaging, meaningful way.
?Track record of success in contributing, designing, implementing, managing complex global learning projects with multi-variable KPIs over long time span, in a multinational corporation.
?Experience working in teams in a matrixes, virtual and multicultural environment.
?Proven business acumen and ability to innovate new ways of developing and delivering solutions.
?Superior PC computer skills with MS , prior experience use of SAP HR, a definite plus.

c.LANGUAGE SKILLS & COMMUNICATION CAPABILITY
?Chinese: Native Chinese (Mandarin) language skills.
?English: verbal, writing, listening comprehension in excellent manner of fluency and logic.
? Communications skills (both English and Chinese): able to respond and interact effectively to the most sensitive requests and expression, to write speeches and articles using original or innovative techniques, to conduct professional conversations and presentations in challenging environment.
?Ability to read, analyze, and interpret the most complex documents literally as well as legally.
?Professional skill set to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
?Proven ability to communicate effectively and sensitively with all levels of the organization.

d.INTERPERSONAL COMPREHENSION & CONSULTATTIONAL ABILITY
?Ability to comprehend people's learning needs and tailor them into company required knowledge base & talent requirement, while applying maximum level of care and patience in doing so.
?Ability to build strong partnerships with internal customers, willing to help analyzing individual or team gap, understand their requirements and translate them into global products.
?Possesses a superior customer focus and consulting mindset.
?In-depth understanding of adult learning theory, as well as of the key models and tools for management and leadership development, that fit to different level of complete workforce.

?Conceptualization, develop and optimize learning solutions with high quality, competence to deliver trainings and facilitate workshops.
