For our Energy Windpower in Shanghai we are looking for a Quality Manager in Projects (QMiP).
- As a Quality Manager in the Projects you act as an expert and support the Project Manager as partner by planning, supervising, ensuring and reporting of appropriate activities with regards to failure prevention and effective proceedings (pro-active and re-active).
- The QMiP acts as a catalyst for continuous improvement over all PM@Siemens project phases, e.g. by communicating lessons learned from other projects to his/her team as well as documenting own lessons learned for other projects and process improvement. Of particular importance is the authority to intervene at any stage in the project, in case of non-conformance in proceedings and project results.


What are my responsibilities?
- Quality Management System: If relevant (internal or by customer): (a) define and implement a QM system for on-site application in accordance to the QM system applied by the relevant BU; (b) support project management in planning and securing milestone results; (c) cooperate with QM of the project-related BU and other functions e.g. environmental protection, health and safety at work.
- Quality planning: Establish and monitor quality plan e.g. acc. ISO 10005 / 10006, define quality targets based project critical factors and define methods/tools based on HQ standards. All proceedings with the application of methods/ tools should be clearly defined with reference to standard processes of related business(es) and their interfaces of HQ to required on-site proceedings. Progress and results should be verifiable based on (a) project factors, (b) quality related KPIs or key figures i.e. provided by the line management, (c) defined target values or characteristics as per project target agreement (PM agreement) to be achieved. - Quality reporting: Report quality status, quality incidents and root-cause-analysis to Project Management (PM), BU and/or regional QM and other defined parties, jointly with the PM team, based on determined KPIs, key figures and specified characteristics. Communicate quality targets to all people affected or involved. Escalate project-endangering situations as set forth in the mission of the function and if relevant, to the head of the project-related BU.

- Customer integration: Establish and ensure processes to a) analyze and monitor fulfillment of contractual and committed requirements b) management of professional feedback to and from the customer, c) manage complaints.

- Quality in processes and projects: Ensure execution of quality plan and quality gate process through active involvement in readiness checks and participation in quality gate meetings. Reject releases e.g. at quality gates in case of non-conformity and initiate corrective actions. Report and escalate as set forth in the mission of the function.

- Continuous improvement: Plan, initiate and coordinate continuous improvement actions for all phases of the project. Ensure good practice sharing and feedback of experience e.g. through continuous improvement workshops (esp. lessons learned) and project assessments. - Quality-based supplier management: Plan and ensure the required quality level of the project-specific supply chain (internal & external) with the focus on specifications and interface definitions. This includes the application of supplier-related procedures, such as selection, qualification, development, integration, supervision and auditing.

- Qualification on quality: Identify qualification requirements and initiate trainings for project employees with regards to knowledge of quality methods to be applied, process awareness and expert knowledge. - Audits and assessments: Plan and conduct project audits, assessments, reviews and participate in status meetings. Ensure implementation of (improvement) measures.


Authorities:
(a) Defining and issuing of project specific directives in collaboration with the PM to the project team members to ensure compliance with the relevant internal and customer processes, quality rules and regulations.
(b) Intervention and escalation to reporting line in functional matters where guidelines, quality-relevant procedures or targets are not complied with. This includes involvement of expert opinions as necessary.
(c) Stopping procedures, supplies and services.
(d) Access to all relevant data, e.g. customer contracts, risk assessments, financial data, project plans, agreed targets.
(e) Internal and external representation of project manager in matters of quality.


What do I need to qualify for this job?
- At least 5 years of professional experience, preferably in Siemens Wind and/or Energy business
- Quality Manager in Project Certification
- Advanced Knowledge in Process Management and Maturity Assessment
- Advanced knowledge in Quality Management (according to ISO9001:2008)
- Advanced knowledge in communication and training skills
- Advanced knowledge in presentation skills and moderation techniques
- Advanced knowledge of project management and process management
- Experience in leading teams
- Mandarin and English Fluent, German as a plus
- High Business-Results Orientation, Customer Orientation, Value Orientation, Collaboration & Influencing
