Overall scope

To monitor the contractors’ planning, progress and quality of the HVAC works in compliance with the contract program and Employer’s Requirements.

Responsibility 

1.Regularly observe the HVAC operations of the contractor to check progress and quality are in compliance with the current programs (including short term planning and Contract program).

2 Monitor Supervision company reports, inspections and remedial actions in HVAC part.

3 Support Colliers PjM’s commercial staff in managing change control and valuation of variations.

4.Monitors with the Employer, Contractor and Supervision Co. the M/E and HVAC equipment and materials approval process to ensure compliance with the ER and program. 

Tasks

1 Bidding-prepare the technical document and participate the employer interview, coordinate with function department to get new project 

2 Implementation-take full responsibility for the HVAC part of project implementation including design, tendering, application for government approval, kickoff preparation, construction, completion and guarantee period. 

3 Design-support the function department to produce the design brief, review the design proposal from DI and join the design review meeting.

4 Tendering-conduct the tendering including pre-qualification, document preparation, tendering issuance, on-site survey, opening, inquiry and answer, submission of assessment report to recommend the qualified contractor 

5 Construction kickoff-arrange and monitor the preparation of temporary water, electricity, drainage, communication and road by contractor or employer

6 Construction-Manage and monitor the site activity for M/E part among employer, supervision and contractor, as well as the project construction to achieve the project target in terms of high quality, on-time delivery, within budget and HSE compliance. Manage the change of work scope and the variation valuation.  

7 Completion inspection-coordinate the inspection and acceptance activity, identify and document the key lessons and achievements, conduct the document filing 

8 Based on Colliers PjM’s project management process, coordinate and deploy company resource in a cost-effective way to fully deliver the scope of Colliers PjM service and to get the employer satisfaction.  

9.Draft M/E related project plan and project report, join project meeting, review and release the document issued to all related party after the confirmation from PM.  

Competency

1.1st Degree of HVAC or mechanical or electrical engineering

Certified first level M/E constructor (preferred)

2.At least 3 years of relevant work in HVAC engineering in project management

3.Working knowledge of China HSE requirements, China construction code;

4.Familiarity with government approvals process;

5.Moderate in both written and spoken English;

6.Understanding FIDIC conditions and project programme scheduling;

IT literate and Autocad 2000 experienced;

General Skill Problem solving and communication skills

Functional Skill Understanding Colliers PjM’s responsibilities on the project;

Ability to understand commercial;

Must be able to understand and apply Employer Requirements;
