A person with the appropriate discipline skill base and experience to work within a team of discipline engineers or by themselves, in delivering the engineering design package of capital assets from early definition through to handover to operations. Reports to: This piping engineer will report to CE China Project Engineering Manager ; he/she will also dotted line report to project engineer or project manager on the project that he/she is involved.
Job Objectives (Purpose):
Responsible for the piping design for capital projects executed by GCE China.
Managing piping engineering activities and deliverables with interaction to peers and clients, to deliver quality deliverables, whilst meeting project objectives, regarding maintenance, operability and EHS requirements.
Other Matters: Being flexible to travel, as required, between the Dow Corning Home office in Shanghai ZJ high tech park and Dow Corning major manufacturing sites both in Zhangjiagang and Songjiang.
Travelling to vendor or contractor’s office or workshop will be required too. Nature of Problems and Solving them: Perform piping engineering design or supervises engineering work done by internal/external engineering resource; Check the deliverable quality, raise quality concerns to attention of project engineering management team and follow up with corrective actions.
Links to the piping Engineering Expertise Team (EET) to resolve specifications and standard issues, e.g. whether a current standard is ‘Fit For Purpose’ or deviations need to be considered and implemented as necessary; Level of Discretion: Being responsible for piping design quality, schedule and cost; Apply or waive predominant design standards requires approval from EET, Project Engineering Manager, and stakeholders according to change management process. Deviation from the approved design standards and specifications will require approval from the EET, Project Engineering Manager and as necessary, stakeholders in accordance with the management deviation/change procedure Impact: Decisions made by the Piping engineer on his level of discretion may have an impact on the quality of the deliverables, thus reach consensus with stakeholder (operations and maintenance engineers) in writing before proceeding. The Piping engineer needs to understand the impact of maintaining the design quality whilst meeting project schedule and cost targets. Managing changes could have a negative impact on schedule and cost and approved confirmation, where Cost and Schedule could be impacted must be received in writing before work commences Communication:
The Piping Engineer will be located in GCE China organization, engaged in capital projects for multiple sites. Communication takes place in various ways: - Be involved in a team environment to deliver result for capital project - Discuss with internal clients to reach consensus - Work closely with vendors and contractors in managing their performances

Skills, Knowledge and Special Attributes Needed for this Position: - Mechanical/Chemical engineering/process educational background, - With sufficient years of working experience to have obtained a good experience in piping design, preferably on a variety of projects, gained with multinational companies. - Familiar with engineering tools: AutoCAD, PDS, Smart Plant Review; - Good understanding of GB and international engineering codes and standards; - Good English communication skill in both writing and speaking.
