Summary: The U.S. Mission in Beijing is seeking an eligible and qualified applicant for the position of Investigator.

The work schedule for this position is: Full Time (40 hours per week)

Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: No.

Duties:

The Foreign Service National Investigator (FSNI) assigned to the U.S. Fish and Wildlife Service (FWS) Attaché office will provide support to the FWS Attaché on transnational wildlife trafficking matters as it relates to the Region. The primary area of responsibility is China, but the FSNI is also expected to support efforts in other regions covered by the Attaché Office. The FSNI will build and maintain relationships with contacts in the Ministry of Public Security (MPS), General Administration of Customs (GACC), Anti-Smuggling Bureau (ASB), Ministry of Justice (MOJ), National Forestry and Grasslands Administration (NFGA), Forestry Police, relevant Provincial/Municipal Public Security Division, other foreign officials from diplomatic missions in Beijing, Non-Governmental Organizations (NGOs), and International Organization (i.e., Interpol, UNODC, etc.). The FSNI will report directly to the FWS Attaché. The FSNI will primarily liaise with local police and security officials to assist with investigations, monitor media and local environment for reports on criminal activity, and liaise with NFGA and various NGOs on wildlife protection policies and activities. The FSNI will translate documents in support of the FWS mission. The position will perform consecutive interpretation from English to Chinese and Chinese to English for U.S. government officials, speakers and other persons involved in law enforcement liaison programs, including meetings and events in Beijing and at venues in other areas of China.

Qualifications and Evaluations：

Education: Two (2) years college or university studies is required.

Requirements:

EXPERIENCE:

Minimum five (5) years of prior work experience in investigation, or experience in security field, such as military, police, law, private security or the U.S. Government, or in non-governmental organization which dealt with counter wildlife trafficking issues.

JOB KNOWLEDGE:

The FSNI needs to have knowledge of investigative and research techniques. Knowledge of the local, regional and U.S. legal systems. Knowledge of the political climate in the region and the US is required.

Evaluations:

LANGUAGE:

Level IV (Fluent) reading/writing/speaking in English is required. (This will be tested.)

Level IV (Fluent) reading/writing/speaking in Chinese is required.

SKILLS AND ABILITIES:

Must have ability to function effectively with all levels of Chinese and American officials. Must have ability to comprehend, read, write and speak English and ability to interpret/translate English into Chinese and vice versa. Must have basic PC skills. Must be able to work independently and adapt to changing circumstances without requesting guidance. Must have strong organizational and interpersonal skills. Must be in good health and physically fit, able to travel as needed to locations around Beijing and China. Must be willing to drive and hold an active type C driver’s license.

Qualifications: All applicants under consideration will be required to pass medical and security certifications.
