职位描述
POSITION OBJECTIVE:
Provide the effective day-to-day work to all activities of the Supply Chain Management and the Service Center to achieve company's objectives.
PRINCIPAL RESPONSIBILITIES:
1) Manage supplier to continually improve performance include on-time delivery (OTD), cost of quality (COQ), and cost reduction.
2) Monitor China labor and utility market for strategic scouring and commercial negotiations.
3) Align local commodity team with global commodity and support global strategic scouring activities.
4) Provide support on other SCM activities, such as, Capex and purchasing on other commodity as operationneeds
5) Understand and ensure correctly using and application of Dresser-Rand requirement on sourced materialsandparts with support from global SCM group and local engineering department.
6) Understand Chinese national manufacture standards
7) Developing and qualify new suppliers and control existing suppliers for capacity management and ensure quality, delivery time, and price are market compatible.
8) Supervision suppliers during source material/parts manufacture per DR specifications and standards. Ensure suppliers following secrecy agreement for protecting DR technology.
9) Perform miscellaneous job-related duties and other projects as assigned by leader.
10) Implement company HSE policy. Receive HSE training & education on time given by the company. Be a role model of HSE in the SCM department.

KNOWLEDGE:
1) Ordering process, understanding of local laws, and regulations.
FORMAL EDUCATION REQUIREMENT or MIN YEARS of EXPERIENCE NECESSARY:
1) Manufacture Engineering education background. Knowledge of machining, tooling and fixture, welding and NDT as well as all type of machining tools. Understand international and national material specification
2) Understand international and national manufacture specification
3) At least 2 years working experience Machining and Fabrication casting and forging related industries.
4) Familiar with supplier base knowledge in China for above commodities
5) Experience with supplier qualification and supplier quality and inspection standards related above commodities
6) Have commercial knowledge and negotiation skill
7) Good English skill in speaking and writing
ADDITIONAL POSITION SPECIFICATIONS:
1) Domestic and international travel are required
