The purpose of the Insourced Clinical Payment Officer role is to support on Clinical Operations team with the respect to all grant payment activities. Payment officer ensures that the process and documentation of clinical trial grant payment is managed in compliance with Good Clinical Practices (GCP) and appropriate Finance, Quality, Compliance, and other applicable Standards.

 

Job Duties and Responsibilities:

Training

• Attend applicable Global or Reginal training and provide inputs;
• Create local training material based on local requirments and process;
• Provide related training from Global or Reginal to local medical clinical operation team;

Communication

• Primary contact of internal-Lilly global team, Lilly finance, study team; external-CRO, site for payment activity communication;
• Collaborate with Lilly partners, Lilly global payment team, and other study team members to resolve/escalate study/site specific payment issues when necessary;

Payment Meeting

• Attend payment meeting to provide affiliate update, include tracking of Purchase Order (PO) set up, tracking of China payment;
• Help study team and regional staff to under the investigator site payment model in China;
• Address the current process gaps in tracking and reporting;
• Satisfy local and global Payment and Reporting requirements;   

Oversight

• Make sure clinical grant payment are accomplished accurately, timely, efficiently and compliant to contract;
• Collect payment issues regularly, review  and resolve related issues and escalate to manage team about any unresolved issues;
• Generate and maintain affiliate investigator site payment metrics for improvement analysis;
• Make sure to set up positive custom experience (e.g. no payment delay, no incorrect payment, transparency in process, etc);

Process Improvement/Change Management

• Take responsibility of payment management, including PO management, supporting documents management, payment reporting, issue reporting and troubleshooting;
• Be knowledgeable on local finance policy, SAP system, payment process, and able to provide guidance to the study teams;
• Maintain clinical trial vendor list
• Provide country inputs to create affiliate payment model;

Other Support in Clinical Operation

• Take responsibility of the management in clinical contract and budget
• Be knowledgeable on global contract and budget process, and able to provide guidance to the study teams;
• Primary contact internally and externally for clinical contract and budget communication

Job Requirements:

Education

• Bachelor degree, major in health care with clinical research experience      

Experience

• At least 1 year, Finance related field is also preferred       

Skills/Competencies

• Good organizational, analytical and problem-solving skill
• Good written and verbal communication, and presentation skills
• Ability to work according to strict deadlines, prioritize and manage multiple customers
• Good teamwork/interpersonal skills
• Demonstrated ability to operate and influence across functions and business areas
• Good customer relationship skills
• Good at both verbal and written English

Capabilities

• Experience with good documentation practices
• ICH Good Clinical Practice knowledge
• Excellent Compute skills with experience in variety of software packages (eg Microsoft Office, Microsoft Project etc.)
