Accountabilities

•  Designs and implements China distribution safety strategy and programs
•  Develop and drive the continued improvements of the Logistics HSE Management system, which align with Syngenta HSE management system and Syngenta Global Logistics HSE management system.

• Support Syngenta site warehouses HSE improvements

• Collect information and determine whether active ingredients, chemical materials and finished goods are dangerous goods.
• Classify, label, and recommend packaging, warehousing and transportation requirements to comply with International and Country dangerous goods regulation requirements.
• Audit and ensure Syngenta activities are carried out in conformance to Syngenta HSES standards and local regulations – be it carried out by Syngenta personnel or 3rd party logistics service providers.
• Develop and maintain an effective communication network (for best practice and lesson learnt) sharing among all stakeholders from Transportation, Warehousing, Import&Export, Customer Service, Planning and 3rd party service providers etc.)
• Develop and assure all required DS and Dangerous Goods documentation are in place; shared and translated to local language where necessary. (This includes Safe Operating Procedures, MSDS, TREM cards, labels, Monthly reports, audit reports, training records, licensing requirements records etc.)
• Develop and implement emergency plans to respond to incidents during transport, loading, unloading, storage and handling of Dangerous Goods
• Responsible to deliver DS training to all needed stakeholders to increase awareness and improve capability.
• Identify and investigate DS issues and promptly put in place strategies and action plans to reduce risks.
• Build up the network with outside organization to timely get knowing the changes of related regulation and learn the best practices within the agriculture industry.
• Support China HSE team to prepare the monthly HSE report for further review
• Manage the China SDS database and system by supported from APAC and global HSE organization.

Requriement

• Qualified candidates should have an university degree or diploma in supply chain management, logistics, or equivalent
• Has deep and broad knowledge on Dangerous Goods and HSES 
• Understands import/export and domestics distribution processes, activities  and dynamics

• Minimum 3 years of experience in dangerous goods transportation and/or dangerous substances storage regulations in Chemical or Logistics Company
• Proven track record in the regulatory area - preferably DGSA qualified and for other modes of transport (ADR, IMDG and ICAO)
