Summary: The U.S. Mission in Beijing is seeking an eligible and qualified applicant for the position of Temporary Human Resources Clerk. The work schedule for this position is: Full Time (40 hours per week) Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end. Supervisory Position: No Duties: Human Resources Assistant is responsible for managing a portfolio of assigned clients under the Locally Employed Staff (LE Staff) Human Resources Management Program. Responsibilities include recruitment and selection of candidates; managing different sources of recruitment, such as campus recruitment, social media, internet and new media; outreach to job fairs in China; LE Staff performance management and merit based compensation (MBC) program, orientation, employee training and development; retirement, resignations, and separation processing; correspondence management; and responding to internal and external inquiries pertaining to the recruitment and performance program. Qualifications and Evaluations Education: Bachelor's degree in Human Resources, English, Business or Management field is required. Requirements: EXPERIENCE: Minimum of one (1) year of professional HR work or administrative work experience is required. JOB KNOWLEDGE: Must have knowledge of local labor and social security laws as well as prevailing customs and practices as they apply to compensation and employment. Must have good working knowledge of standard business organizational relationships. Good working knowledge of accepted business practices, office procedures and business correspondence formatting is required. Good working knowledge of website recruitment, social media recruitment, and other new media recruitment skills is required. Evaluations: LANGUAGE: Level IV (Fluent) reading/writing/speaking in English is required. (This will be tested.) Level IV (Fluent) reading/writing/speaking in Chinese is required. SKILLS AND ABILITIES: Must have the ability to assess resumes and application materials to determine eligibility of applicants for positions is required. Excellent customer service skills. Strong interpersonal skills, good judgment, ability to maintain successful working relationships with employees and their supervisors. Proficiency with MS Office (Word, Excel or Access) programs and Post Personnel. Must have the ability to translate documents (resumes/application forms/correspondence) from English to Mandarin and vice versa and be able to interpret for American officers at meetings with Mission employees with English proficiency.
