General description and key responsibilities:

The Senior Specialist is responsible for providing oversight of risk and compliance matters in Fullerton Health China and its subsidiaries. He/She should support the line manager and other management team in implementing FHCL’s Corporate, ethics, risk, compliance and internal control programs.

2. Being business partner to business teams on questions related to risk and compliance, including operation risk, regulatory compliance, anti-bribery and corruption compliance.
3. Assist with drafting, revising and implementing risk and compliance related policies and procedures.
4. Refer allegations of misconduct to the line manager and assist with resolution.
5. Support in company contract review with external counsels

7. Due Diligence, Audit, Investigation & Reporting
8. Serve as point-of-contact for due diligence reviews for vendors as required by company policies.
9. Support and participate in internal audit programs.
10. Assist with internal investigations authorized by FHCL Managing Director, including preparation of reports.
11. Develop and maintain metrics and update reports and dashboard for corporate risk and compliance matters.
12. Support in anti-corruption due diligence on potential M&A targets and joint venture partners (if required).

14. Trainings
15. Conduct and/or coordinate ethics, risk and compliance related trainings in both English and Mandarin, for employees, third party representatives and business partners.
16. Identify risk areas and target audiences that could benefit from targeted training.
17. Support line manager on developing training platforms, training materials.
18. Support line manager on Group relevant projects as assigned by the Group, e.g. intranet platform, training platform set up.

21. Support line manager and external counsel in handling business registrations affairs.
22. Perform other miscellaneous tasks assigned by the line manager or Managing Director.

Skills and competencies required

• Familiar with international anti-bribery regulations
• Familiar with local medical regulations
• Ability to work collaboratively with business teams while promoting risk, ethics and compliance culture
• Ability to balance risk management with sense of business acumen
• Ability to perform internal audits and investigations alone or in collaboration with others
• Ability to work across functions, projecting influence
• Ability to prepare and deliver compliance-related training in English and Mandarin
• Ability to develop and maintain metrics, and to update reports and dashboard
• Ability to work independently, in a highly motivated and pro-active manner
• Liaise directly with local functional leaders and outside counsel on a confidential basis
• Demonstrates result-oriented actions to achieve business and performance objectives.
• Must possess and display the highest level of ethics and professionalism

Education and qualification required:

• University degree
• Law degree, business management degree or similar degree is beneficial but not required
• Experience in healthcare industry is required
• Fluency in Mandarin and English required (speaking, reading and writing)
• 5 years working experience with MNC companies or professional firms
