Summary: The U.S. Mission in Beijing is seeking an eligible and qualified applicant for the position of Commercial Assistant.

Work schedule: Full Time (40 hours per week)

Start date: Candidate must be able to begin working within a reasonable period of time after receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: No

Duties: The Commercial Assistant is responsible for providing legal analysis and case monitoring of Chinese trade remedy proceedings (antidumping duty (AD), countervailing duty (CVD) and safeguard measures). This includes project managing the compilation and submission of the U.S. government’s response to Chinese trade remedy cases, and reviewing translation of key documents for accuracy and completeness. The Commercial Specialist also conducts research on Chinese industrial policies (e.g., five-year plans, industrial catalogues and Made in China 2025); develops an understanding of key WTO agreements (Antidumping, Subsides and Countervailing Measures, Technical Barriers to Trade, Trade Facilitation Agreement); and has basic knowledge of key Chinese industrial and advanced technology sectors. The Commercial Assistant provides administrative, logistical and technical support to visiting Enforcement & Compliance (E&C) delegations. The Commercial Assistant establishes working relationships with a wide range of Chinese government, industry association and private sector contacts.

Qualifications and Evaluations

Education: Bachelor’s degree (or equivalent) in Marketing, International Trade, Business Administration, Economics, Finance, Law, or international relations required.

Requirements:

EXPERIENCE: Minimum 3 years working with foreign businesses or government or government organizations in positions relating to international business, law, trade, economic research, or related fields dealing with trade/business issues.

JOB KNOWLEDGE: Must be proficient in trade-related issues such as AD/CVD laws. Must have knowledge of the Chinese government and solid understanding of the US. Government and processes in order to provide legal advice on possible trade barriers caused by technical regulations. Must have high-level analytical and communications skills, managerial competence, and interpersonal skills. Must have the ability to understand complex U.S. trade laws/remedies and effectively communicate those remedies to senior Chinese officials in a cross-cultural context. Must have the knowledge of broad strategic economic issues of importance to E&C in order to contribute substantively to E&C Beijing’s yearly strategic plans. Must have expert research and analytical skills to provide expert advice to post and Commerce headquarters.

Evaluations:

LANGUAGE: Level IV (Fluent) reading/writing/speaking in English is required. (This will be tested.)

Level IV (Fluent) reading/writing/speaking in Chinese is required.

SKILLS AND ABILITIES: Ability to develop and maintain wide contacts in different fields is required; Ability to perform complex commercial research and provide in-depth analytical reports is required; Ability to quickly understand U.S. AD/CVD functions is required; Ability to provide advice in Chinese AD/CVD proceedings is required; Ability to provide advice regarding Chinese technical regulations is required; Ability to identify, understand and explain technical information is required; Ability to translate documents from Chinese into English and to act as an interpreter in informal situations is required; and Word Processing and computer skills are required.
