JOB TITLE: Senior Strategic Sourcing Specialist

PRIMARY REPORTING TO: Indirect Strategic Sourcing Manager

DEPARTMENT: Greater China Finance Department / ISM - Shanghai

MAIN PURPOSE OF JOB

• Own and lead the sourcing process of general categories which mainly includes but may not limit to Facility and IT.

• Champion effective Indirect P2P process delivery.

• Business partnering of the business units and stakeholders to bring incremental value to the business.

MAIN JOB DUTIES/RESPONSIBILITIES

• Full responsibility of general Indirect spending category such as MKT within Greater China:

• Develop Marketing Facility and IT Category sourcing strategy, execution and continuous review for improvement.

• Drive compliance of spend categories in relation to ways of working, policies, supplier contracts, agreements and price lists as well as develop appropriate geographic specific policies as needed.

• Analyze spend patterns across categories for Greater China and provide practical sourcing options to stakeholders to reduce their Total Cost of Ownerships.

• Drive and deliver agreed category performance targets (e.g. to realize cost savings and book in system on time, process compliance etc.)

• Lead and ensure suppliers deliver their commitments to Medtronic (commercial terms, Service Level Agreements etc).

• Effective business partnering with stakeholders to fully understand the business requirements and gaps in Indirect Sourcing service delivery so that better sourcing strategies and solutions are developed. Also refresh procurement policy & guideline to stakeholders continuously,

• Supplier Relationship Management, incl. Annual Supplier Performance Evaluation and work with suppliers in closing the performance gaps and establish avenues for suppliers to provide feedback and areas for improvements.

• Proactively provide regular feedback to the Indirect Sourcing Director and Indirect Sourcing Manager on

• Category performance (what is working well and what is not)

• Areas for improvement in current ways of working, policies, supplier relationships and contracts/agreement/price lists

• Open service issues that may need the Indirect Sourcing Director to step in.

• Any other tasks and projects as assigned by Medtronic from time to time

  REQUIREMENTS

  KNOWLEDGE/EDUCATION

• University degree (preferably in Business Administration).

JOB EXPERIENCE

• Above 5+ years relevant working experience in Indirect Procurement/Sourcing teams and Indirect Sourcing categories such as, T&E, Marketing such as Facility, IT, Professional Service etc. Or Solid Working experience in Facility/IT/Function department to responsible for relevant sourcing projects independently. Or Marketing experience would be a plus;.

• Preference: Working experience in the healthcare or medical device industry.

• Preference: Working experience in a U.S. multinational organization

  SKILLS/COMPETENCIES

• Ability to extract and analyze internal customer requirements.

• Good knowledge of supply markets and dependent cost drivers for Facility/IT.

• Strong customer and execution focus with the ability to work to tight timelines.

• Strong influencing, collaboration, sourcing project management and negotiation skills.

• Strong interpersonal skills and ability to work in a matrix organization; experiences working in cross functional teams across Greater China mainly in China, Taiwan & Hong Kong.

• Strong independent capability to manage and facilitate the cross functional project.

• Strong presentation & communication skills (English and Mandarin). Familiar with MS Office, i.e., Word, Excel, PowerPoint, etc.,

• Strong IT skills, with background in use of sourcing e-Tools such as e-RFX, e-Contracts, SAP and Zycus will be preference.
