职位描述

Position: Organization Partner & Programs

Division/Department: HR, Orga. & ITP / Organization & Central HR

Location: Beijing

Main goals and objectives:

  • Steer and support the organization development in VCIC Purchasing division, Quality Assurance division and Products department through organization change, Grading and other relevant activity e.g. Workshop, seminar

  • Support the organization development in VWATJ, VWATD, VWED, VWPF, VWPT, VWTS in Region China through organization change, Grading and other relevant activity e.g. Workshop, seminar

  • Steer Stimmungsbarometer for non-100% entities in Region China, with computer and mobile solutions, 6 project phases and influencing 7 China entities

  • Steer the installation and implementation of new org.manager in VCIC and Region China, with updated design of orga charts and new presentation of KPI diagrams

  • Standardize organization work and align organization process/ regulations within China entities, by e.g. yearly organization conference and quarterly organization workshop

  • Ensure the successful conduct of orga projects (include orga initiatives project)

Your Responsibilities:

Grading

Major activities are:

  • Analyze the job profiles, organization charts, disciplinary and functional reporting line and key figures to carry out grading of functions according VW Group Standard. Conduct face to face meeting with BUs, in order to have the fully understanding for the Job requirements. Confirm the grading results with K-SOO. Present the results to top management and get confirmation.

  • Continuous monitoring of new positions in the organization and influence of restructuring on the functional grading of already existing functions

  • Ensure that the grading is always representing the current status on a view of the next 3 to 5 years. Carry out benchmarks of comparable position across different organizations and ensure harmonization the grading

  • Representative of Organization Department in the recruitment process and other internal processes

Organization development

Analysis and evaluation of org. structures by defined criteria as:

  • Business needs and Interfaces VW AG and JVs

  • Covered tasks and responsibilities

  • Management level and relation leading and operative workload

  • Benchmarks within VW Group and outside

Develop efficient organization structures on the basis of detailed analysis:

  • Benchmark of Organization designs with consideration of the special JV situation and derive implications of different structures for the business needs

  • Customize org. structure according to the needs and requirements

Consult the Business Units with the development of new org. structures:

  • Bottom-up approach for the setup of new organizations

  • Reporting lines as short as possible for the delegation of tasks/responsibilities and supportive towards efficient decision making

  • Reasonable task allocation and summarization

  • Flexibility of org. structures as if temporary limited project positions

  • Structures based on business processes and resulting responsibilities

Implement the approved org. structures in VCIC:

  • Creation or repositioning of relevant organization units in SAP OM

  • Creation or repositioning of positions to relevant org. unit

  • Arrange positions according to reporting lines

  • Mark leading position as Head of org. unit

Consult and lead the Business Units with the delivering of tasks and responsibilities within the relevant org. structure:

  • Consult the relevant BU with the Job description

  • Make sure a top down distribution for tasks and responsibilities

  • Check with BU the plausibility and consult for corrections

Evaluate the tasks and responsibilities on position level:

  • See function evaluation

  • Analyze the job profiles, organization charts, disciplinary and functional reporting line and key figures

  • carry out grading of functions according VW Group Standard

  • Confirm the grading results with Volkswagen headquarter

Alignment and reporting of the evaluation with relevant interfaces:

  • Document and summarize the evaluation results in a transparent and acceptable way

  • Report the evaluation results to the business units

  • Explain the critical evaluation results in detail

Reporting:

The Organization & Central HR Department is the reporting hub between VCIC and VW headquarter. Analysis, summarizes and accumulates the data and finalize the report for the Group HR, VCIC HR EVP and other requestor.

  • Establish common understanding of a group personal reporting system and responsible for its development in China.

  • Steer and coordinate the system related activities (e.g. organize the reports for headcount development, working time, labor cost and sick leave rate; organize the workshops and data analysis) to ensure implementation and further development in Region China.

  • Implement standardized HR reporting structure.

  • Timely and reliable information delivery to all relevant parties, including Top Management, JV partners.

  • Organize and coordinate conferences, workshops on special topics.

Employee Satisfaction Survey for Region China

  • Leading an internal Employee Satisfaction Survey process and steering 7 Joint Ventures in China with different ways

  • Project preparation, communication, materials sharing, project plan, results discussion, measures implementation, and follow up

  • Develop and enhance an online system for other entities, function request and platform testing. Wholly invested and designed by VCIC Orga.

  • Realize paperless survey tool in China, with both computer and mobile solution.

New Org.Manager

  • Design and come up with new software requests

  • Showing orga KPIs with diverse diagrams

  • Connect with HR functions

  • Different access for management level and Business Units

  • Realize in VCIC, Beijing entities, and Region China

Special project

  • Based on the request from BoM and EVP office conduct special project (include orga initiatives project)

Our Requirements:

Basic qualification skills:

  • Fluent spoken and written English

  • Chinese and German language is a plus

  • Good/excellent MS Office skills

  • Very good Project Management skills

  • Very good communication and presentation skills

  • Problem solving and analytical skills

  • Consultancy experience is a plus

Education and working experience:

  • Bachelor / Master degree: e.g. in production, planning, logistics, engineering, economics, HR, Business Admin. or Organization

  • Working experience as Bachelor / Master: 5 to 10 years in industry / thereof 3 to 5 years in automotive industry

  • Working experience 'Vocational education': > 10 years in industry / thereof ca. 5 years in automotive industry
