Position: Senior Manager, Indirect Procurement
Work Location: Shanghai - Pudong (Shuttle Bus is Provided)
Reporting to: Head of Indirect Procurement
People Management Responsibility: Yes
Travel Required: Yes

JOB OBJECTIVES:
--To lead team member to identify, measure and realize synergies in the procurement function through close cooperation with the Chinese BASF Companies.
--To manage the team to purchase a range of China-wide and international materials and service at the best possible cost in order to secure for the Company its requirements of technical equipment, services and packaging in accordance with the established policies and procedures.
--To provide expertise in procurement to support new investment projects.
MAIN RESPONSIBILITIES:
1. Order processing and following up
--Approve PO to ensure that supplier selection and price level is in accordance with procurement guideline and procedures.
--Process sealed bidding process, including recommend bidder list, participate in negotiation and price assessment, deviation management, etc.
--Handle the follow up of order process including order confirmation, order tracking to ensure good and services availability and delivery reliability as agreed, as well as full documentation filling for internal and external audit purpose.
2. Market Intelligence
--Keep abreast of and monitor the market for relevant cost and development by data analysis and regular communication with supplier and other external parties, and ensure that the company fully realized the changing situation and business units were well communicated.
--Develop the procurement strategy by market intelligence gains and forecast the effect on the companies on cost and behaviors from changing market status.
3. Supplier management
--Keep closed monitor to suppliers' performance to meet BASF requirements, including quality, quantity and service response, regular communication with supplier to maintain a good relationship, and push suppliers take corrective actions to improve performance in case of need with existing management tools.
--To manage and maintain business partner communication regularly on market dynamic involving price, supply, supplier performance, trend analysis and assessment; Providing periodic reports for internal business partner for management decision.
--To develop new supplier strategically by market research and analysis to meet business development demands, performing new supplier assessment together with business partners, perform commercial negotiation and arrange agreements and implementation.
4. Support process optimization
--Use electronic tools available in procurement to contribute to department annual target in automation.
--Find innovative solutions to further optimize the ordering process and analyze its feasibility in conjunction with superior.
5. Procurement Verbund Team (PVT) activities
--Implement global and regional procurement strategies in responsible category.
--Participate in regional PVT activities, such as organize regular PVT telecom, workshop to interchange information in accountable areas.
6. Communication with internal and external parties
--Engage with management of key internal partners to define and drive procurement strategies by using strategic thinking skills to optimize value for BASF.
--Develop and maintain excellent interpersonal relationships with both internal partners and external suppliers.
7. New investment project support
Coordinate the procurement activities for new capital investments, providing professional expertise, including market information, pre-costing and supplier recommendation to support new investment committee.
8. Leadership development
--Lead team members to achieve department targets and provide necessary supports to team members.
--Coach, train and develop staff in order to build up and maintain adequate human resources in the team and assure necessary qualification for the positions.
--Identify the different talents of team members, help and encourage the potential talents for long-term development.
9. Quality control and management
Perform according to the applicable SHE, ISO 9002 and ISO 14001-Standards in the related technical purchasing area in order to promote conformity.
10. EHS and Responsible Care
To implement the company's EHS standard and Responsible Care scheme during day-to-day work with external service providers.
REQUIREMENTS:
1. Education: University degree, preferably in business administration, international trade or adequate purchasing experience;
2. At least 8 years working experience in procurement with a management position; working experience with new investment projects preferably;
3. Fluent in oral and written English and Mandarin;
4. Good knowledge of economics, purchasing, marketing; Familiar with MS word, PowerPoint etc.
5. Basic knowledge of safety, health & environment;
6. Strong Leadership.
