Job Description:

The Product Execution/Compliance Engineer is responsible for the control of quality, safety and schedule of the CleanTech product projects assigned to him by the company. This will include work being done at fabricator’s workshops, raw material suppliers as well as monitoring of Third-Party contractors at the jobsite during installation, maintenance, or repair, when required. The Engineer will also support all projects which are executed in the Asia-Pacific Region. 

Position Responsibilities:

The scope of work including, but not limited to:

·         Supporting Procurement Engineer to prepare the technical document package of RFQ;

·         Prepare the purchase request for the assigned project’s products;

·         Coordinate with global inspection manager to organize the pre-inspection meetings with vendors and customers, explain the Company’s specification details to the Fabricators and Contractors prior to start of projects;

·         Organize Engineered Products’ inspections based on ITP and the Clean Tech Equipment Inspection Matrix;

·         Supervise fabrication of equipment and installation work onsite and verify that the equipment meets the requirements of the purchase order and associated specifications from the audit aspect and submit report in English;

·         Monitor the Contractors’ performance in respect of quality & safety during installation, maintenance or repair onsite;

·         Inspect and monitor raw material quality at supplier’s facility or company warehouse sites;

·         Report to Clean Tech Project Manager and their Supervisor in case of deviations and non-conformance from specification; Communication between Company’s specialist in U.S. and contractors to take corrective measures and follow up the corrective actions;

·         Expedite the products’ manufacturing and make sure all project products to be shipped upon the P.O. or a delivery date both agreed by the company and customer;

·         Coordinate the vendor’s documentation submittal and reviewing, include calculation sheet, shop drawings, ITP, WPS/PQR/WPQR, NDE procedure and other fabrication and test related procedures;

·         Review vendor’s packing sheet and coordinate with logistic for the product shipping;

·         Execute the cost tracking for managed projects and submit a report monthly to Financial Dept.;

·         Expedite vendor to submit the final documentation once the manufacturing is completed, review the final documentation and make sure it is complete and all documents are with correct revision;

·         Maintain all project documents utilizing HPI/PAM systems;

·         Prepare and issue a Monthly Report for Product Fabrication as well as Quality Issues for the projects in the Region to their Supervisor.

·         Other work assigned by his line manager.

Qualifications & Skill Requirements:

The individual ideally will meet the following requirements to qualify:

·         Bachelor’s degree in Welding or Mechanical Engineering or in Metallurgy is highly recommended; Equivalent work experience will be considered;

·         Consistent attention to detail for project execution;

·         Must be assertive and willing to enforce the Company’s project requirements with Fabricators, Manufacturers, and Contractors;

·         10 years’ experience with projects involving foreign investors in China with respect to quality control of welding & NDE is desired;

·         Excellent organizational and project management skills. Project management experience will be advantageous;

·         Minimum 5 years of experience in a Pressure Vessel Manufacturing environment;

·         Knowledge of ASME, Chinese Codes & Standards with respect to pressure vessel & pressure piping is required;

·         Knowledge of European and/or other standards would be helpful;

·         Familiarity with Mechanical inspection and testing methods;

·         Good communication skills at all levels within an organization;

·         Shall be able to communicate well in English and Chinese, both spoken and written;

·         Shall be pro-active and open for continuous improvement;

·         Knowledge of AutoCAD highly desirable;

·         Willing to travel on a relatively frequent basis.
