Responsibilities:
Manages the recruiting function and assigned Staff Recruiting Consultants within the assigned geographic or business area, including management of internal Staff Recruiting Consultants and administrative staff.
Provides the key interface to management of the assigned areas and to the associate Director of Recruiting, including leadership and expertise regarding recruiting plans, forecasts, results and issues.
Develops and implements recruiting plans for the delivery of high quality services in a timely and consistent manner.
Responsible for the implementation of Company recruitment advertising, displays, material, websites, and other tools used to attract external candidates to the Company within the assigned area.
Directs the preparation and maintenance of such reports as are necessary to carry out functions of department and to support the management team within PRA.
Provides input into the budgeting process, hiring forecasting, reporting, legal compliance, and hiring effectiveness.

Qualifications:
Bachelors Degree from an accredited institution required.
Experience with budget preparation, expense and cost management, and financial responsibility preferred.
Knowledge of employment law and state of the art recruiting tools and methods required.
Excellent written, oral communication, presentation, and computer skills.
Read, write, and speak fluent English; fluent in host country language.
Substantial experience in Human Resources with an emphasis on Recruiting, Employment, and Staffing required.
Demonstrated ability to manage Staff Recruiting Consultants and achieve organizational objectives required.
