Summary: The U.S. Mission in Beijing is seeking an eligible and qualified applicant for the position of Security Investigator.
Work Schedule: Full Time (40 hours per week)
Start Date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: The Security Investigator is the Senior FSNI for a 10 agent Regional Security Office. He/she supervises, trains, and evaluates 3 junior FSNIs. Acts as the direct liaison between the RSO Office and senior Chinese police/security officials regarding protective services for VIPs, perimeter security for the compound, criminal incidents and residential security. Plans, conducts and oversees the background investigations of all newly hired locally employed staff (LES) and five-year security clearance updates for all current LE Staff. Works closely with RSO to resolve complex and sensitive criminal investigations involving/impacting American personnel and their dependents. Provides periodic analytical reports on the criminal environment/developments in Beijing and throughout China.
Qualifications and Evaluations
Education:
Bachelor's Degree in law enforcement, international relations, investigation, law or security field displaying the ability to solve problems, making decisions, and understand complex situation is required.
Requirements:
EXPERIENCE: Minimum five (5) years’ experience in progressively responsible investigations, law enforcement, customs, or other security related field required. Must be highly experienced in the gathering, evaluation and interpretation of facts and information. He/she should have gained working experience investigations and personal/physical security at the operational level. Minimum one year supervisory experience is also required.
JOB KNOWLEDGE: Must have thorough working knowledge of U.S. Federal Protective Security Services requirements. Must have an in-depth knowledge of Chinese civil and criminal laws. Must be able to locate sources of documents and information pertaining to crime, marriage, divorce, adoption, military service, driving and related issues. Must understand the structure and responsibilities of the various Chinese police and security agencies. Must be familiar with general police criminal investigative procedures, to include interviewing of applicants, interrogation of suspects, and knowledge of fingerprinting. Must possess, and be able to expand, a wide range of professional contacts in law enforcement and the private security industry. Basic knowledge of DS’s weapons of mass destruction program (chemical-biological awareness program) is required within one year of starting the job.
Evaluations:
LANGUAGE: Level IV (Fluent) reading/writing/speaking in English is required. (This will be tested.)
Level IV (Fluent) reading/writing/speaking in Chinese is required.
Must be a native Chinese speaker who is also proficient in English. Specialized language skills in the area of chemical-biological threats are required.
SKILLS AND ABILITIES: Must be able to establish and maintain liaison relationships between Chinese Security/Police agencies and multiple U.S. Government federal/state agencies (for protective services and criminal investigations). Must have ability to translate complex terms/concepts from English into Chinese orally and in written form e.g., chemical- biological awareness briefings, counterintelligence briefings, investigative techniques required. Must independently research such topics to remain abreast of current developments. Must have ability to translate articles, security notices, RSO briefing memoranda from English to Chinese required. Must be computer literate and familiar with the latest MS Office software package. Must be able to operate a motor vehicle (Type C driving license). Must have ability to research the application of Chinese laws as they relate to situations impacting American personnel required. Must have ability to supervise junior personnel and prioritize a significant investigative caseload required. Must have ability to travel to all consulates and cities in China without official U.S. representation required.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.
