Summary: The U.S. Mission in Beijing is seeking an eligible and qualified applicant for the position of Budget Analyst.
Work Schedule: Full Time (40 hours per week)
Start Date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: The Budget Analyst is responsible for managing the full range of budget and accounting activities for several agencies and separate budgets as assigned. The budget section manages more than $160 million in annual funding. Conducting detailed budget analysis, budget formulation, detailed expenditure projections and planning, accounts maintenance (funds control) are part of the Budget Analyst duties. Also responsible for the preparation and dissemination of routine status reports, special ad hoc reports and the ongoing refinement of projections. The Budget Analyst provides operating level guidance to administrative and financial staff for different USG agencies. Duties also include limited administrative servicing to agencies not otherwise serviced at the Embassy, as assigned.
Qualifications and Evaluations
Education: Bachelor’s degree in business administration, accounting, finance or statistics is required.
Requirements:
EXPERIENCE: Three (3) years of progressively responsible experience in budget work, accounting, or auditing in an accounting firm or business where accounting, auditing or bookkeeping are among primary duties is required. If experience is with a USG agency, duties must include vouchering, accounting, budgeting work, or related duties.
JOB KNOWLEDGE: Must have the aptitude to learn and apply the Department of State’s organizational structure, bookkeeping and accounting regulations and principles as well as the automated financial management systems used for financial control.
Evaluations:
LANGUAGE: Level IV (Fluent) reading/writing/speaking in English is required. (This will be tested.)
Level IV (Fluent) reading/writing/speaking in Chinese is required.
SKILLS AND ABILITIES: Must have highly refined computer operation skills, and be proficient in database programs and various specialized financial software programs. Comprehensive knowledge of spreadsheet development for tracking and projecting financial expenditures is required. In addition to excel spreadsheets, skill in the manipulation of, access and other database programs is required, proficiency in typing (40 words/minute with less than two errors/minute) is also required (This will be tested). The ability to perform multiple functions concurrently, e.g., budgeting, obligation entry, collections, payments, accommodation exchange, accounts receivable, etc. is required. Accurate budget reconciliation utilizing multiple data sources is also required.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.
