Summary: The U.S. Mission in Beijing is seeking an eligible and qualified applicant for the position of Agricultural Assistant.



The work schedule for this position is: Full Time (40 hours per week)


Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.



Supervisory Position: No


Duties: The Agricultural Assistant provides technical support to Office of Agricultural Affairs (OAA) Agricultural Attachés and Agricultural Specialists related to agricultural reporting and trade servicing assistance, including data collection and preparation of factual reports and presentations. The Agricultural Assistant maintains databases on commodity price information and new food standards and measures, tracks agricultural economic trends, summarizes media (including social media) reports on agriculture and agricultural trade, and disseminates information to the Foreign Agricultural Service (FAS) offices in China. The Agricultural Assistant is also responsible for supporting OAA responses to industry trade inquiries by obtaining agricultural information and drafting replies to inquiries from U.S. business or local importers seeking trade opportunities. The Agricultural Assistant also provides logistical assistance during visiting government and trade delegations briefings, presentations, and events, as needed. The Agricultural Assistant provides general information technology support related to FAS’ databases and reporting platforms such as the GAIN system. The Agricultural Assistant coordinates OAA contributions to the U.S Department of Agriculture (USDA) China website, develops contacts with local public and private sector officials for information exchanges on various agricultural subjects, and prepares and/or updates audio-visual presentations.



Qualifications and Evaluations


Education:


Bachelor’s degree in agriculture, agricultural economics, economics, finance, or business is required.



Requirements:



EXPERIENCE:


At least three years of progressively responsible experience in economic research, in agriculture, or equivalent experience in the production, processing, or marketing of agricultural commodities required.



JOB KNOWLEDGE: Must have:


1. Advanced knowledge of computer software, Microsoft Office programs, and electronic filing protocols. A good knowledge of local firms, customs, and associations engaged in trading agricultural commodities as well as a general knowledge of local business practices, trade restrictions, and agricultural developments.


2. A good knowledge of USDA policies, regulations, and procedures, and thorough understanding of FAS reporting requirements must be acquired within six months after selection.


3. Must quickly grasp and understand host country’s agriculture as it relates to agricultural development and trade.


Evaluations:


LANGUAGE: Level IV (Fluent) reading/writing/speaking in English is required. (This will be tested.)


Level IV (Fluent) reading/writing/speaking in Chinese is required.



SKILLS AND ABILITIES: 1. Tact in dealing with host government officials, high level U.S. government visitors, and business contacts.


2. Must have strong analytical and excellent organizational skills, the ability to work independently, to handle multiple tasks simultaneously, to set priorities, to elaborate strategies to carry out complex projects autonomously, and to work effectively as a member of a team.


3. Must be able to produce a large volume of work accurately, in a timely manner, and occasionally under time pressure. Able to prepare reports in precise and grammatically correct English. (This will be tested.)


4. Able to use software to develop databases and compile statistical information regarding trade in various agricultural commodities of the host country, and produce printed materials and presentations. (This will be tested.)


5. Must have ability to translate Chinese news articles and netizen comments into English. (This will be tested.)


6. Strong computer and internet skills are required.


7. Effective interpersonal and cross-cultural skills are required



Qualifications: All applicants under consideration will be required to pass medical and security certifications.
