Summary: The U.S. Mission in Guangzhou is seeking one eligible and qualified applicant for the position of Security Investigator.


The work schedule for this position is: Full Time (40 hours per week)



Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.


Supervisory Position: No


Duties: The Security Investigator serves as a senior investigator for Overseas Criminal Investigations (OCI). The Security Investigator has three primary functions: Investigations, Liaison, and Training. Each function contributes to OCl's role in expanding resources to prevent, investigate, and interrupt criminal activity.


Qualifications and Evaluations


Education: Bachelor's Degree in criminal justice, law or legal study, business management, public administration, or political science is required.


Requirements:


EXPERIENCE: Must have minimum four (4) years of progressively responsible experience in investigations (i.e. data analysis) which include gathering, evaluation, and interpretation of facts and information; and within those four (4) years, at least one (1) year experience concentrating on fraud investigations (i.e. travel document fraud), and two (2) years' experience conducting translation (English/Mandarin) in both oral and written formats.


JOB KNOWLEDGE:


A deep understanding of Chinese Criminal Laws and Regulations, an in-depth understanding of local government structures to include, but not limited to: the Ministry of Public Security and Public Security Bureaus at the local, provincial and national levels. Thorough knowledge of Chinese civil and criminal laws, and Chinese prosecutorial procedures and regulations. A good understanding of criminal fraud investigations, including but not limited to visa and passport fraud, immigration fraud, fraudulent documents, financial fraud, human smuggling and human trafficking investigations. Knowledge of U.S. Visa qualifications and a working knowledge of the U.S. Federal system, U.S. Immigration and Nationality Act and U.S. Immigration law. Candidate must be able to develop acute awareness of current fraud patterns and local fraud trends, knowledge of local culture and local business practices.


Evaluations:


LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing of Chinese Mandarin. Level 4 (Fluent) Speaking/Reading/Writing of English is required. (This may be tested.)


SKILLS AND ABILITIES:


Effectively liaise with all levels of Chinese and American officials. Possess intermediate to advanced investigative skills, and be able to effectively conduct all levels of interviews. Ability to exercise resourcefulness in obtaining information or evidence. Ability to comprehend, read, write, and speak English to interpret/translate English into Chinese and vice versa. Must be able to work independently and adapt to changing circumstances without requesting guidance. Must have strong organizational and interpersonal skills. Use computer software programs, standard office equipment, and operate a vehicle in potentially stressful situations is required.


Basic driving skills (Type C license) are required.


Qualifications: All applicants under consideration will be required to pass medical and security certifications.
