Summary: The U.S. Mission in Beijing is seeking an eligible and qualified applicant for the position of Program Coordinator. Work schedule: Full Time (40 hours per week) Start date: Candidate must be able to begin working within a reasonable period of time after receipt of agency authorization and/or clearances/certifications or their candidacy may end. Supervisory Position: No Duties: The Program Coordinator serves as the Food and Drug Administration (FDA) Program Coordinator, under the direction and guidance of the FDA Assistant Country Director. In this capacity, the Program Coordinator is responsible for organization and coordination of U.S. government-supported FDA regulated product activities initiated and implemented by the FDA staff posted at U.S. Embassy Beijing. While these products may include food, drug, biologics, veterinary, medical devices, and animal feed, the focus will be primarily on food and feed. The incumbent provides strategic advice to strengthen the cooperation with provincial and municipal regulatory authorities and industry officials, while enhancing the effectiveness and impact of US-China collaborative programs dealing with the safety and quality of food and feed. The Program Coordinator is a critical bridge to protect U.S. Government interests in public health, which includes FDA regulated products that are both vital to foreign-policy goals and extremely sensitive politically, and in a country, China, of critical importance to the USG’s global health and trade policy. The Program Coordinator maintains close contact with officials from provincial and municipal regulatory authorities, non-governmental organizations, universities and the private sector for the purposes of facilitating the development of new cooperation and affecting policy development and effective implementation of FDA programs in China. The Program Coordinator also has responsibility to review and analyze health-related policy documents (especially those relating to food and feed safety) and publications issued at the provincial and municipal level, to prepare reports and provide information for U.S. agencies and scientists to assist in cooperative work. The Program Coordinator provides operational assistance to the FDA staff posted in China, including representing FDA interests to provincial and municipal authorities when appropriate. Qualifications and Evaluations Education: A Master’s Degree (or host-country equivalent) in business administration, economics, communication or in medical, public-health, biological, chemical or relevant engineering sciences is required. Requirements: EXPERIENCE: A minimum of 6 years of progressively responsible work experience in industry, and/or in governmental agencies with responsibility for food safety and quality issues is required. At least 4 of these years should involve work in either relations between government regulatory bodies and food producers or in quality assurance programs. Demonstrated aptitude (practical and/or theoretical) in integrating programs with a wide range of stakeholders to promote food safety is required. JOB KNOWLEDGE: The Program Coordinator must have an advanced, highly-detailed knowledge of political, regulatory and technical aspects of consumer protection, public health policy and regulated food safety and quality program issues in China, including administrative, operational and financial systems of the relevant Government Of China Ministries and agencies involved in regulated products. In addition, s/he must have knowledge of multinational organizations that partner with the U.S. Government in food safety in China, including the similar organizations and of health-related international and domestic non-governmental organizations. The Program Coordinator should have knowledge and understanding of the functions and operations of the U.S. agencies that hold responsibility for food safety issues. In addition, the Program Coordinator must have a broad perspective and thorough knowledge of Chinese food regulators, including their certification programs and import-export processes. Evaluations: LANGUAGE: Level IV (Fluent) reading/writing/speaking in English is required. (This will be tested.) Level IV (Fluent) reading/writing/speaking in Chinese is required. SKILLS AND ABILITIES: The Program Coordinator should have advanced computer skills including excellent usage of spreadsheets, presentation graphics, and searching medical literature databases in both English and Chinese. The Program Coordinator should have up-to-date professional certifications in their profession (e.g., licensure or certifications in medicine, pharmacy, or food-sciences).
