Summary: The U.S. Mission in Beijing is seeking an eligible and qualified applicant for the position of Trade Specialist. Work schedule: Full Time (40 hours per week) Start date: Candidate must be able to begin working within a reasonable period of time after receipt of agency authorization and/or clearances/certifications or their candidacy may end. Supervisory Position: Yes Duties: The Trade Specialist identifies and reports on critical trade related laws, actions, policies, regulations and structures in support of U.S. trade engagement. The Trade Specialist must be an expert in Chinese, U.S. and international laws and obligations, have the ability to effectively and independently analyze compliance with these laws, and communicate sound and authoritative legal analysis on highly complex trade issues. The Trade Specialist must be able to establish and maintain an effective network of official, business, and academic contacts. The Trade Specialist monitors China’s compliance with its domestic and international trade commitments, works with U.S. stakeholders to analyze complex trade issues, and ensures the accuracy of relevant reports. Qualifications and Evaluations Education: Bachelor's degree in Business, international trade, economics, political science, international management, marketing, law, or foreign affairs is required. Requirements: EXPERIENCE: Minimum 5 experience in business, government or NGOs in the fields of law, trade promotion, economics or international trade with duties in English-Chinese interpretation for official and business meetings on trade and commercial topics is required. The Trade Specialist must have a deep understanding of Chinese and US laws, WTO agreements and obligations as well as other international treaties and organizations. Must have experience developing strategic plans, conducting legal trade cases and negotiations. Must have experience drafting, in English, trade policy memos. JOB KNOWLEDGE: The Trade Specialist must possess thorough knowledge of China’s trade and investment regime, legal and commercial environment for foreign businesses, government structure, and economy. Must possess thorough knowledge of the WTO structure and operations, U.S.-China trade policies, institutions and agreements. This expert must have superior comprehension of the U.S., China and international trade system and exercise superior judgment and creativity in helping to address trade matters. Expert knowledge of international commercial business practices, international trade and economics are required. Should also be familiar with negotiating techniques and strategies. Evaluations: LANGUAGE: Level IV (Fluent) reading/writing/speaking in English is required. (This will be tested.) Level IV (Fluent) reading/writing/speaking in Chinese is required. SKILLS AND ABILITIES: Excellent interviewing, negotiation and persuasion skills are required. Ability to prepare factual and analytical reports in the English language on complex regulatory, trade and economic topics, often under tight deadlines, required. Ability to develop and maintain a range of working and level contacts in governmental and private sector circles required. Training in English/Chinese interpretation/translation required. Excellent presentation and advocacy skills required. Good quantitative research skills required. Ability to converse with ease in both English and Chinese on wide ranging economic and trade topics. Standard familiarity with office software, including Word, Excel, PowerPoint, Outlook/Lotus Notes, etc. Qualifications: All applicants under consideration will be required to pass medical and security certifications.
