职位描述
BASIC FUNCTION
To supervise and coordinate the activities of the Shibei Buildings & Grounds. This includes facilities maintenance, yard, fire protection and fire alarm system, electrical, HVAC, parking, and sanitation. Apply communication and problem solving skills while maintaining a customer service focus. Maintain and continuously improve productivity, quality and safety. Work with Finance and Purchasing Departments to maintain all service contracts.
SPECIFIC RESPONSIBILITIES
1. Supervises and coordinates the activities of area maintenance personnel in providing all required maintenance activities in their assigned areas.
2. Facilities Maintenance: Inspections, maintenance and minor repairs to buildings and interiors. Shall prepare, implement, revise as necessary, a schedule for facility preventive maintenance and capital repairs and replacement. Budget information for expenses and capital repair projects on building. Supervision of contractors on major repair projects to assure quality and conformance to specifications. Painting services and consulting. Landscaping services within building perimeter.
3. Janitorial Services: Janitorial services to specified areas of the building. Contract administration for purchased services.
4. HVAC & Mechanical Systems: Manage the operation and maintenance of all HVAC and potable water systems.
5. Project Management: Develop specifications, obtain minimum of 3 competitive bids, perform cost and technical review with Manager - Construction Engineering & Management, ASPAC of all proposals, write ACT's and gain management approval for capital projects for improvements and maintenance to buildings, grounds, road, roofs and other building infrastructure. Manage both capital and expense projects in a manner that preserves Kohler Company assets and is within financial guidelines.
6. Analyzes critical and recurring repair problems, initiates required action and provides technical assistance and follow-up.
7. Enforces the proper observance of company policies, safety regulations and good housekeeping in areas of responsibility.
8. Maintains close control of approved annual expense plans and capital expenditure plans, directs their preparation and recommends to higher authority.
9. Prepares all reports and maintains current records as required of the position.
10. Provide leadership and guidance to Shanghai Shibei Building Committee in resolution to all building related issues.
RELATIONSHIPS & CONTACTS
Supervisory Relationships:
1. Solid line reporting to Manager - CEM OS, ASPAC Corporate Service and dotted line reporting to Finance Manager - Projects, Asia Pacific, Corporate Services.
2. Supervises facilities maintenance including HVAC, Janitorial Services, and Buildings & Grounds.
Organizational Relationships:
1. Daily contact with Administration Officers for the purpose of reviewing policies, service applications, management procedures and discussing problems or concerns related to the Shibei Building.
2. Frequent contact with Supervisors of Maintenance and Production departments, Environmental, Security, Facilities Engineering, Utilities Engineering (US), and Construction Engineering Management personnel (US).
3. Moderate contact with Corporate Purchasing.
External Business Relationships:
1. Frequent contact with vendors and contractors.
EDUCATION, SKILLS & EXPERIENCE REQUIREMENTS
A B.S. Degree in a technical discipline or equivalent experience development, with a minimum eight years of supervision in Facilities/Buildings and Grounds operations. Must possess well-developed oral and written communication skills, and demonstrate strong administrative ability. Have excellent organizational and interpersonal skills and the ability to work with clients to resolve issues and disputes.
