Job Responsibilities/职位描述:

· Build and leverage influencing relationships with the stakeholders to ensure mutual alignment on CP strategies and proposals

· Relationship owner with National Oil Company for all project Contract & Procurement (CP) matters

· Broker solutions with the stakeholders where disagreement occurs on contracting strategies and award recommendations

· Ensure all CP activities in Sichuan projects are in compliance with the stakeholders requirements and RDS Group standards, processes, governance requirements

· Overall delivery of cost management/value improvement targets in support of the overall project cost reduction ambitions

· Management of the project contract portfolio

· Management of warehouses and inbound logistics, ensuring its safe operation

· Implement Shell (ESSA/Lean) performance improvement initiatives across remit

· Develop CP staff and build a high caliber CP talent pool

· Develop local vendors to support Shell China and Shell Group Business

Job Requirements/ 职位要求:

· Degree in relevant discipline.

· Professional education in Commercial, Engineering, Quantity Surveying, Finance, Accounting, Law or Economics- Additional training or professional qualification in contracting and procurement is a preference

· The minimal previous work experience under the specialty (Contract &Procurement) shall be 15 years - Demonstrable understanding of financial, commercial and technical controls in both the tendering process and contract management, with a thorough understanding of commercial law. Wells experience will be an advantage.

· Have done contract formation and contract management for major contracts above U$50million.

· Experience in supply chain management and project warehousing-

· Fluency in English as a contract language.

· Excellent communication skills, negotiation skills, and interpersonal skill, ability to work virtually

· Knowledge and experience of global/regional ways of working.

· Strong commercial skills and value/cost focus.
