Procurement Manager采购经理

General Statement of Duties: Overall responsibility of managing hospitalcentral supply team to ensure timely and quality supply of requiredCapex, consumables, office supplies etc. to clinical.

基本职责：全面负责管理医院集中统采团队，确保所需资本支出、耗材、办公用品等的及时、优质供应。

Example of Duties:
a) Lead purchase and supply process of Capex equipment, consumables,office supplies and marketing and facility related items required byhospital. Monitor and ensure the department activities are legal,ethical, process efficient and cost effective.
b) Setup and update departmental procedures regarding purchasing,inventory planning, warehousing and distributing in accordance withFullerton China corporate and hospital policies and SOPs.
c) Purchasing contracts and payment approval, to make sure all contractsand payments execution are compliant with hospital policy and approvalmatrix.
d) Maintain reasonable inventory levels to satisfy clinical needsthrough scientific planning process and minimize inventory obsolesce atwarehouse and clinical sub stores by all measures.
e) Work with Fullerton China Corporate operation team to conducteffective vendor management through the process of vendors selection,validation and regular evaluation, ensure reliable and stable supplynetwork to support growing hospital clinical needs
f) Manage and grow central supply team members
g) Other duties performed as required

主要职责：
1)带领医院/诊所负责医疗设备，消耗品，办公室用品以及市场和设施相关的采购和供应进度。监督和确保部门的活动是合法的、合乎道德的、高效的和具有成本效益的。
2) 根据富乐中国公司和诊所的集中采购政策和sop，建立和更新有关采购、库存计划、仓储和配送的部门流程。
3) 采购合同和付款批准，确保所有合同和付款执行符合医疗政策和批准流程。
4) 通过科学的计划流程，保持合理的库存水平，以满足临床需求，并通过所有措施减少仓库和临床分库的库存消耗。
5) 与FHCL运营团队合作，通过供应商选择、确认和定期评估的过程进行有效的供应商管理，确保可靠稳定的供应网络，以支持不断增长的医疗临床需求
6) 管理和培养集中统采供应团队成员
7) 按要求履行的其他职责
