Provides regulatory support and/or lead teams through the Engineering development process and implementation of HP's products. Manages product regulatory compliance activities in China from certificate submissions to factory inspections and market surveillance. Mission to assure that HP delivers safe, legal products to customers fast at low cost in the domains of safety, EMC, telecom, and conformity assessment for energy use product regulations. The position will be located in China and will work closely with HP product generation organizations, supply chain, and country business teams. Work can involve external parties such as standards/tests bodies, certificate agencies/authorities, etc.

Responsibilities

-Ensure product conforms to China regulations with safe & legal compliance.

-Deliver fast, accurate, and on-time China certification approvals with cost efficiency.

-Track and manage all EMC/Safety/telecom/Energy requirement/activity for multiple projects - ensure that new product introduction timeline are on schedule with certification approvals.

-Interface with both HP internal groups (product generation organizations and country business team) as well as authorities/agencies.

-Engage with China authorities to get the 1st hand regulations and requirements with clear interpretation to hp product compliance.

-Provide unambiguous regulatory requirements to hp business, R&D, supply chain, and manufacturing.

-Work closely with HP compliance group to follow up/manage the agency regulation dynamics (such as regulations, requirements, lead-time and cost changes, as well as regional specific issues.). Review/track on agency costs.

-Participate & provide feedback to government authorities with influence on product regulations practice with hp's best interests.

-Support/present agency certifications to facilitate HP business needs, particularly to China government procurement business.

Qualifications

Education and Experience

-Bachelor's or Master's degree in Business Management, Engineering, Computer Sciences, or equivalent

-Program management capability preferred

-Minimum 4-6 years experience

Knowledge and Skills

-5+ years experience in product certifications including regulatory standards and requirements. Good knowledge on technical knowledge on EMC/Safety/Telecom testing standards and requirements. Minimum 5 years China certification experience is required.

-Knowledge of China requirements with CCC/CECP/SEPA/CEL and associated certifications. Telecom certification (NAL/RTA) a plus.

-Familiar with PC related high-paced technologies required. Factory agency operation experience is preferred. Experience of interface with government associates and agencies.

-Good personal characteristics in people skills. Able to create relationship and connection with China regulatory authorities.

-Capability of communication in English, both verbal and written.

-Good organizational and project management skills.

-Good oral and written communications skills.

-Leadership qualities: high integrity team player, attention to detail, timeline sensitive, result oriented, self motivated.
