职位描述

As a critical business partner, the GR Director is to execute Edenred China's GR strategies, i.e. plan, drive, organize and coordinate all government relation activities. The top priority is to have SAT grant "food at work"/meal solution business model IIT exemption ruling/circular as 1st phase target (2-3 years), and an ultimate goal of putting it into law/legislation (10+ years).

1. Stakeholder Management: Identify and map out all external stakeholders, including decision makers, influencers, advisors, "friends" and "enemies" etc., including government and legislation offices and key persons, who can directly or indirectly contribute or against our initiatives/objectives. Well manage relationship with these stakeholders.

2. Partner Management: Identify and manage relevant and effective external and internal collaborating partners and relevant roles, e.g. partners, contractors, consultants etc. Closely work with different roles towards our goals.

3. Project Management: Plan and manage the lobby project with the co-lobbyist. Work out project tactics and working plan, including all activities, tasks, milestones, budgets, time-lines etc. Manage different parties. Follow up and execute the plan and timely review progresses, challenges and solutions. Adjust the plan if needed.

4. Communications and Lobby Activities: Drive communications to stakeholders to convince stakeholders buy in our initiatives and put them onto their agenda. Drive and manage activities such as sponsored research, seminars, round-table meetings, discussions/exchanges, meetings/visits/tours, other events, etc. Overcome obstacles and oppositions through effective communications and activities. Manage media/public communications to effectively help achieve our goals. Push relevant bodies to "pull the trigger" at the right time.

5. Internal: Closely work with functional reports to leverage the knowledge, expertise, data, information, supporting document etc. the Group already has, including working with the co-lobbyist, to maximize the effect of the lobby activities.

6. Other GR Activities: Help secure the PBOC license via effective communications. Help manage relationship with the PBOC, local government, local tax authorities etc. to resolve issues and reduce barriers to our businesses in all of our locations. Build our differentiated and positive corporate brand awareness among government offices and officials. Help develop government businesses such as Public Benefit Distribution programs, expense management programs, employee benefit management programs and gift cards etc.


Requirements:

1. Bachelor's degree or above;
2. Minimum of 8 years of experiences in government relations or related areas;
3. Experiences of managing lobby projects that have influenced the government bodies to have created or changed policies/legislations to help build businesses;
4. GR agency experiences preferred;
5. Connections with the government, preferably with SAT, MoF, MoC, MoLSS etc. preferred;
6. Corporate GR experiences preferred;
7. PR and media experiences a plus;
8. Experiences of developing government businesses a plus;
9. Fluent oral and written English.
