职位作用

确保代表处的运营符合内部制度、规程以及外部监管要求。本职位对于银行的整体中国策略包括但不限于代表处升格分行，尤其是升格分行过程中的合规方面十分关键，具体取决于监管批复意见。

主要职责

描述合规渠道:与本地监管机构及总行/区域负责部门的相关职能保持联络，确保银行得到监管机构的最大支持。

合规更新:与首席代表协商，确保及时向总行汇报与银行在华发展相关的所有监管更新及动态。

合规风险识别:与银行内相关人员协商，确保对银行在华相关合规风险进行充分识别、评估、监测、汇报并跟进。

合规制度完善:以合规知识及对本地合规的了解帮助规章制度制定部门了解相关制度、法规及条例，从而完善银行在华的相关风险、合规制度。

培训:确保员工知晓员工个人义务并接受足够的培训，防范合规风险。

IT 合规:与银行内相关人员协商，确保满足相关监管要求，银行信息技术、信息技术合规相关的制度符合规定，全球***实践符合规定。

升格分行:本职位对于银行的整体中国策略包括但不限于代表处升格分行，尤其是升格分行过程中的合规方面十分关键，具体取决于监管批复意见。

资历要求

从业资格最低要求:

· 本科学历，信誉良好的国外大学硕士学历更佳。持有ACAMS或其他认证优先考虑。

· 中英文说、写流利。

· 了解在华外资银行的运营、合规文化，有外资银行设立合规经验优先考虑。

· 诚实守信，积极主动。

· 能独立完成工作，适应多元文化团队。

从业经验最低要求:

银行业5年从业经验，有运营及反洗钱合规经验优先为佳。

JOB PURPOSE

To ensure the Representative Office (RO) is operated in compliance with internal policy, procedures and external regulatory obligations. This position will subsequently serve as key resource for the Bank’s overall China related strategy subject to regulatory consent, including but not limited to the RO’s upgrading process into Beijing Branch particularly from compliance perspective, etc.

KEY ACCOUNTABILITIES

DescriptionCompliance conduit:Liaise between local regulators and respective functions at Head Office/Regional Function Desk whichever applies, to ensure maximum support is secured from the regulators in the Bank’s interest.

Compliance update:In consultation with CR, to ensure all regulatory updates/changes related to the Bank’s development in China market is intimated to the Head Office in a timely manner

Compliance risk identification:In consultation with relevant resources within the Bank, to ensure the Bank’s China related compliance risks are adequately identified, assessed, monitored, reported and follow-up for resolution.

Policy framework perfection:Contribute knowledge and local expertise on advising functions/policy owners on the rules/regulations/policies, therefore to perfect the Banks’ China related risk /compliance policy framework.

Training:Ensure that staff is aware of their personal obligations and adequately trained in prevention of compliance related risks.

IT Compliance:In consultation with relevant resources within the Bank, to ensure compliance satisfaction in terms of relevant regulatory requirements, the Bank’s policies related to Information Technology and IT Compliance, and international best practices.

Branch Upgrading Efforts:this position will subsequently serve as key resource for the Bank’s overall China related strategy subject to regulatory consent, including but not limited to the RO’s upgrading process into Beijing Branch particularly from compliance perspective, etc.

QUALIFICATIONS AND EXPERIENCE

Minimum qualifications:

Bachelors, preferably Master’s Degree from a reported institution or a reputable foreign university. Good to have certifications such as ACAMS or as relevant. Excellent communicator in written and spoken Chinese and English. Knowledge of overall financial related, foreign banks operations in China, compliance culture , possession of compliance experience with FBB setup a plus · Honest & self-initiator· Able to work both independently / in a newly established multicultural team

Minimum experience: 5 years of experience in Banking, preferably with an Operations background coupled with AML Compliance experience.
