GRADE: Not-Ordinarily Resident: FP-7 USD42, 169p.a.
                                   (starting salary, final grade will be determined by Washington)
                                    
                                   Ordinarily Resident: FSN-07 RMB 124,614p.a.
                                   (starting salary includes allowance and bonus)

LOCATION: The incumbent may be assigned to work at the Embassy or one of the Embassy’s off-compound facilities in Beijing.

BASIC FUNCTION OF POSITION

The Pay Liaison Assistant works under the supervision of the Supervisory Voucher Examiner. The position serves as Locally Employed Staff (LES) payroll coordinator, American payroll back-up, and creates new vendor codes. The position maintains the ‘Windows Time & Attendance’ payroll system in cooperation with Global Financial Services (GFS) in Bangkok for serviced staff at Embassy Beijing. The Pay Liaison Assistant also monitors all payroll payments for accuracy and provides comprehensive customer service by researching and resolving related inquiries, and ensures that LES time and attendance reports are complete and timely.

QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position’s required qualifications, will not be considered for this position.

Education:
? A four-year college degree (Bachelor’s degree) in accounting, auditing, financial, management, or business administration is required.

Experience:
? Must have two years of progressively responsible experience in financial, management, or pay allowance related work.

Language:
? Level III (Good Working knowledge) speaking/reading/writing in English is required. (This will be tested.)
Level IV (Fluent) speaking/reading/writing in Chinese is required.

Knowledge:
? Comprehensive knowledge of the operations of a computerized accounting system, department of State payroll and cashier regulations are required. Must have knowledge of pertinent USG regulations which include but are not limited to 3 FAM, 4 FAM/FAH, 14 FAM, DSSR, FTR, and JFTR.

Abilities and skills:
? Must be able to perform multiple functions concurrently. Must be able to interpret and apply complex State Department and ICASS serviced agencies’ payroll and cashier related guidance. Must have tact and ability to explain rationales for disallowances.
? Must be able to operate a PC and calculator. Must be skilled in specialized systems such as RFMS/Momentum and COAST. Good working knowledge of common software applications such as MS Word, Excel, Outlook, and Access are required.
