JOB PROFILE
HEAD OF HR IN CHINA
1. PURPOSE OF THE POSITION
1.1. The purpose of the position is coordination of HR processes of the FESCO Group in China, ensuring smooth operation of companies of the FESCO Group in China in part of correct and timely organization of work with staff.
1.2. Place of work – Shanghai, China.
1.3. Reporting to Vice-president, HR of FESCO and to Director of FOML.

- ability to effectively interact with staff (support staff and management, with representatives of other cultures etc.);
- ability to work independently, to perform quality work on time and with minimal risks for the company;
- ability to achieve goals of the Company whilst finding a compromise in difficult partner relations, able to smooth out conflicts (incl. cultural).

4. FUNCTIONAL RESPONSIBILITIES
Head of HR in China shall perform the following functions:
4.1. carry out general management of the HR function for FOML companies;
4.2. together with the management of agency companies form organizational schemes, responsibility assignment matrices, schedules of positions and salaries and staffing lists for each agency company;
4.3. form bases of job profiles, close vacant positions via personal search or search with the help of third parties;
4.4. carry out adaptation activities for new employees;
4.5. conduct training of staff of agency companies, including on-boarding, trainings on development of selling skills, personal effectiveness, staff management skills etc. upon request;
4.6. conduct a program on annual appraisal, help in shaping and monitoring fulfillment of an Individual Development Plan, conduct other assessment activities, incl. 360 assessment, assessment center etc.;
4.7. form and develop succession planning throughout all agency companies;
4.8. advise the management of agency companies in matters of compensations and benefits, work on these projects;
4.9. monitor administration of labor relations in accordance with the laws of China;
4.10. provide operational information to management of the FESCO Group on activity of agency companies, on all the processes in staff management and others upon request.
5. KNOWLEDGE, SKILLS AND ABILITIES
Head of HR in China knows:
5.1. the laws relating to labor relations (Russian Federation and China);
5.2. the history of operation of FESCO in China;
5.3. the peculiarities of Chinese culture, communication rules and etiquette of the country.
Head of HR in China has the skills and can apply in practice:
5.4. managing the HR Department;
5.5. preparing organizational structures and their reflections in Microsoft Visio and/or Business-Studio;
5.6. conducting various types of interviews, incl. competencies interview;
5.7. independently developing and conducting trainings for employees of different levels, incl. Director Generals of agency companies;
5.8. compiling a list of key roles, job descriptions, assessment of candidates for key roles – full support of the succession planning program;
5.9. preparing and conducting cyclical evaluations of activity under the annual/semiannual meetings of employees with managers;
5.10. preparing KPIs, controlling fulfillment, calculation of compensations to key employees;
5.11. team leadership, ability to organize teamwork and to motivate for fulfillment of non-trivial tasks;
5.12. negotiating at the management level of companies, incl. with representatives of other cultures;
5.13. building strong relations both within the company and with external partners.
