BASIC FUNCTION OF POSITION

The Lead Auto Mechanic manages the maintenance and repair program for over 100 government owned vehicles to ensure safe and efficient operation of the fleet valued at over USD $4 million (for Department of State and other agency vehicles), including direct supervision of one in-house mechanic and one clerk. The Lead Auto Mechanic takes overall responsibility of Embassy auto-mechanic workshop including supplies, maintaining required recordkeeping, submission of procurement requests and ordering services on Blanket Purchase Agreements (BPAs), overseeing/monitoring work of outside contractors/workshops in a role similar to a Contracting Officer’s Technical Representative (COTR) and making recommendations as to replacement of vehicles and scheduling.

QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position’s required qualifications, will not be considered for this position.

Education:
? Two years of college studies or university studies is required.

Experience:
? At least two years of journeyman automotive mechanic experience; familiarity with different types of vehicles is required. Must have additional minimum of six months of supervisory automotive mechanic experience.

Language:
? Level III (Good Working Knowledge) speaking/reading/writing in English is required. (This will be tested.)
Level III (Good Working Knowledge) speaking/reading/writing in Chinese is required. Ability to translate technical automotive terms is required.

Knowledge:
? Must have full journeyman automotive mechanic trade knowledge. This will be tested and certifications will be verified. Must have solid and professional understanding of auto technical systems and auto repair (in English and Chinese) in order to: provide backup and support the primary auto mechanic (often working alongside the primary mechanic); recommend maintenance and repair of vehicle fleet; review vendors’ recommendations and provide expert guidance to Motor Pool Supervisor and American Supervisor.
? Be able to fix broken down vehicles, as well as understand what is broken, how it can be fixed, how to communicate this to another mechanic as well as to lay supervisors/officers with little knowledge of mechanics. Must be able to determine if repairs were done well and whether a certain repair is critical for safe operation or can be postponed. In-depth knowledge of Chinese traffic laws and the laws governing the technical requirements for vehicles (emissions and safety standards) is required. Must have a solid understanding of the local market in car repair, including car vendors, car repair shops, and automotive supply shops.
Abilities and skills:
? Verified journeyman automotive mechanic skills are required with tools and equipment in the repair and maintenance of motor vehicles, including computer diagnostics and use of modern repair technology. Must have good organizational and communication skills.
? Must be skilled in computer applications such as spreadsheets, databases, and email (Access, Excel, Outlook…). Must have basic numerical skills, such as checking suppliers’ billing, doing basic calculations, and using a calculator. Must have Chinese category C local driver’s license.
