GENERAL DESCRIPTION
Plans, organizes, leads, controls, and coordinates the provision of services in the area of General Accounting, Corporate Disbursements, Financial Accounting Systems, Financial Reporting (External and Internal) and Treasury Management.

ESSENTIAL FUNCTIONS
1 In consultation with superior and subordinate supervisory personnel as appropriate, develops short- and long- term goals and plans for area of responsibility.
2 Develops, secures approval of, and administers an operating budget for attainment of agreed upon goals in accordance with approved plans.
3 Formulates policy for area of responsibility and secures appropriate approvals. Develops and administers procedures necessary to implement approved policy and provides the overall direction necessary to ensure the delivery of efficient and effective area services.
4 Hires, develops, evaluates, and (when necessary) disciplines and discharges subordinates personnel or makes authoritative recommendations in such matter. Develops function-specific orientation and training programs for area personnel. Establishes standards for effective job performance and evaluates subordinates according to such standards. Delegates these responsibilities to supervisory personnel as appropriate.
5 Responsible for the development and maintenance of an effective organization for area of responsibility, including a) efficient work flow patterns; b) established performance standards; c) effective delineation of duties and responsibilities; d) suitable staffing levels; e) appropriate supervision; and f) systems for timely communication of pertinent information.
6 Responsible for the provision of services in the areas of General Accounting, Corporate Disbursements, Financial Accounting Systems, Financial Reporting (External and Internal) and Treasury Management.
7 Responsible for the development, implementation, documentation, and monitoring of an ongoing quality assurance program for area of responsibility. Ensures compliance with regulatory agency guidelines and standards.
8 Monitors cash flow and investment activity
9 Analyses and prepares tax provision and tax schedules for consolidation with Assurant.
10 Responsible for the preparation of profit plan
11 Coordinates company audits
12 Serves as liaison with other organizational components; establishes and maintains the working rapport necessary to develop cooperation and effectively integrate area services into the company’s overall business fulfillment system.
13 Receives and investigates all complaints concerning his or her area of responsibility and its personnel; determines veracity of such and (as necessary) takes corrective or disciplinary action and/or prepares reply.
14 Remains abreast of developments in the field of accounting by pursuing a program of self development, participating in professional organizations, interacting with peers, reviewing pertinent literature, and so forth. Incorporates advancements when practicable and cost effective.
15 Directs the preparation of records as well as recurring and special reports and analyses for area of responsibility ensuring that they are complete, accurate and prepared on time. Reviews and interprets these in order to ascertain the extent to which goals are being attained. Takes corrective action as necessary.

EXPERIENCE REQUIRED
1 Education: Bachelor’s degree in accounting or equivalent work experience.
2 Experience: Ten years of progressively more responsible experience in the area managed, three years of experience as a Finance Manager with strong exposure to MNC and overseas practices. Insurance or banking background is preferred.
3 Knowledge: Human resource policies and procedures; CPA qualified with sound knowledge of PRC and US accounting/reporting procedures and regulatory rules and requirements.
4 Skills: Good command of English and Mandarin both written and oral, and presentations skills to interface credibly with top management; Strong Strategic Thinking skills and business acumen.
5 Could work under deadlines, working on multiple projects simultaneously
