Procurement Manager, APAC

As a Procurement Manager, APAC in Elsevier, you will;
? be a key member of the Global Procurement APAC Regional Team
? contribute to drive procurement agenda in APAC by creating strong and effective relationship with key stakeholders
? deliver robust cost and process efficiency plan and coordinating global categories strategy at local and regional level
? perform as a project manager by guiding programs or division plans/priorities/resources based on business forecasts/requirements

Key responsibilities include;
? Overview & Responsibilities
o Responsible for identifying and delivering procurement benefits (realized savings, demand management, service level improvements, etc.) and ensure these are realized through measurement and validation with business/finance partners.
o Consultant to business partners in the vendor sourcing process, communicating approach/strategy for sourcing and vendor negotiations.
o Work with business partners to define service requirements; new vendor sourcing; develop and manage the RFx process and evaluations; providing robust vendor evaluation framework; and making recommendations on vendor selections.
o Develop cost models, identify saving opportunities/TCO improvements and implement appropriate measures in coordination with selected suppliers and internal stakeholders
o Be the go-to-person for Sourcing and Procurement processes matters, policies and guidelines across the businesses in APAC
o Provide travel management support to the regional businesses and be able to formulate and provide regional strategies with alignment to the global travel program
o Be able to work on multiple indirect categories such as Professional Services, Contract Labour, Marketing, Facilities, Business Services, Travel/Meetings, and Technology Services; align with global category team on local/regional deals
o Draft and redline master agreements and service contracts, and statements of work. Coordinate with legal on risks and amendments pertaining to agreements and contracts
o Perform supplier due diligence activities. Assist with risk analysis to identify issues (financial, operational and/or regulatory) and communicate risks and alternative mitigation strategies to business partners
? Tasks and Accountabilities
o Evaluate business requirements for regional/local projects, and create short term and long-term procurement strategies with clear and measurable deliverables and timeframes.
o Review relevant data for cost savings opportunities, and request additional information as appropriate to do in-depth analyses. Provide support to business partners on special projects, inclusive of relevant information, key issues, and recommended courses of action directly related to solutions.
o Ensure all relevant systems and tools are supported, including listing all significant procurement projects in the global procurement pipeline and updating accordingly. Leverage e-Sourcing tools to enable sourcing strategies and deliver project savings
o Develop RFIs, RFPs, reverse auctions, contracts, schedules and addendums
o Contribute to global cost savings goals through successful identification and completion of cost savings projects
? Key Relationships
o Internal Working Relationships.
? Global Category Leads, Programme Management Office (PMO)
? Functional and business unit departments & budget owners within APAC
? Legal department for contract drafting, negotiation and monitoring
? Finance department for budget and savings tracking
? Internal Audit for compliance and fiduciary controls
o External Working Relationships.
? Interact with vendors: requires ability to monitor & manage multiple complex vendor relationships
? External consulting organizations, as appropriate
To be successful, you’ll bring with you;
? Minimum degree in business administration (or equivalent), procurement, finance, or related
? Must be fluent in English and Chinese; in addition, candidates with fluency in Japanese language will be preferred
? 7+ years of procurement experience in a multinational company with experience in strategic sourcing, vendor management, procurement best practices, procurement process and policies/compliance
? Indirect procurement category experience in at least 3 of the following procurement categories: Professional Services, Contract Labour, Business Services, Facilities, Marketing, Travel/Meetings, Technology Services
? Senior level stakeholder engagement experience
? Able to coordinate and manage multiple tasks/projects
? Excellent quantitative/analytical skills and financial acumen
? Negotiation and influencing skills
? Effective communication skills (written and verbal)
