Summary
This role presents an exciting new opportunity for you, an experienced Recruitment Professional, to work in China, a market which is growing rapidly and is at the very forefront of the global business economy. As a Recruitment Professional you will help shape the future of recruitment in this marketplace and, as the IBM Recruitment organisation is currently undergoing a significant global transformation, you will be part of that change.
Detailed Job Description
1. Relationship Management
You will:
- Develop and maintain effective relations with the hiring managers within the business units covered.
- Have an in depth understanding of the business areas and the skills which are in demand
- Interpret business requirements and translate them into successful recruitment solutions.
- Provide continual feedback to the business units on recruitment results
- Develop and maintain effective relations with the centralised Integrated Service Team who will be delivering the recruitment service
- Work with other parties (eg country HR, Procurement, external providers) as appropriate
2. Strategy
You will:
- Understand business unit strategies and develop recruitment solutions which will meet present and future needs
- Review trend and forecast data in order to understand macro and micro needs.
- Provide advice & counsel to the business units on all recruitment matters
- Influence the business units as required
- Prepare and communicate key recruitment messages
- Define recruitment sourcing strategies
- Analyse data on recruitment channels to ensure strategies are working
- Gather market intelligence and develop solid understanding of the local marketplace in which the recruitment is being conducted
- Apply understanding of local/country employment laws
3. Delivery
You will establish a comprehensive and appropriate recruitment management system to:
- Cover the business units for which you have responsibility
- Drive the end to end recruitment process for those business units, acting as the ‘oil in the wheels’ to ensure there are no glitches or bottlenecks or, where they occur, to get them resolved as quickly as possible.
- Ensure the positive candidate experience is at the forefront of all recruitment activity
- Effectively program manage recruitment campaigns as required.
- Design and implement effective sourcing strategies
- Personally understand and use Global Opportunity Marketplace (GOM - the candidate database) in earnest
- Manage GOM vacancies for the business units to ensure the number of vacancies and the skills being hired are appropriate and proportionate at all times.
- Ensure up to date management of GOM by Hiring Managers at all times
- Develop or assist with the development of hiring profiles/job specifications.
- Set up appropriate assessment methodologies/processes for the business units
- Where required the Recruitment Leader may get involved in reviewing CVs and conducting first interviews.
- Track candidate process and minimise time to hire (CV to offer) through driving the candidate pipeline
- Prepare or assist with preparation of hiring cases to ensure that they flow through the relevant approval processes as seamlessly as possible.
- Continually seek opportunities for process improvement and implement as appropriate
Required Skills/Experience (mandatory)
• At least 4 years recruitment experience in the Chinese marketplace
• Strong stakeholder management (multi –client) experience
• Influencing skills and negotiation skills
• Ability to analyse and interpret data
• Project management skills
• Strong written/verbal communications skills
• Flexibility
• Self-motivated and used to working under pressure
• Use of IT applications
• An honours degree
• Fluency in Chinese
