职位描述

Introduction
- Drive and implement HR standards of Siemens China in JV/OC. Help JV/OC to optimize its HR process and operations according to Siemens China HR standards. Accomplish HR operation targets so as to support business operation of JV/OC.

Matrix reporting line:
- Functionally reporting to CEO or CFO of JV/OC
- Disciplinarily reporting to SLC HR
- Line managers and employees of JV/OC

What are my responsibilities?
- Strategy Development and Implementation
- Design of the HR strategy deriving from business strategy to ensure a long-term and sustained Human Resource management contribution to the business success;
- Responsible for the agreed HR strategy implementation together with management team member.
HR Policy Responsibility
- Responsible for using the Corporate Guidelines, the basic principles of HR policy, tools and methods to ensure a uniform personnel policy.
- Control of HR costs by orientation to internal (and external) benchmarks that form performance standards and quality criteria for personnel work.

Consulting
- Business Partner of the management team on human capital solutions:
- Find best solutions for technical questions and problems that arise.
- Support the development of high performance organization and people excellence.
- Ensure high quality and timely support to each system in the process of target setting, budgeting, and manpower planning, annual PMP/SMR, competency management, change management.
- Consult /coach in management and leadership issues
- Promote corporate culture.

Leadership
- Lead the HR consultants / officers both disciplinary and professionally
- Promote a climate of trusting cooperation to create the basis for teams that perform well and work efficiently.
- Identify and implement suitable development and promotion measures to create a professional team that makes the required contribution to the overall result in accordance with its strengths

Personnel Administration
- Optimize administrative processes by deploying available tools for efficient design of the procedures.

Project Works
- Initiate and consistently implement HR projects/Programs in JV based on Corporate standards.

Staffing
- Lead the recuritment services to ensure the staffing strategies in the business arae aligned to corporate goals; Implement the company's human resources admission program by planning, co-ordinating and performing recruitment and selection strategy.

Compensation & Benefits
- An subject expert in the Compensation & Benefits field who is able to provide advice to Top Management and Business System Head. Designs and rolls competitive C&B programs; Supervises job analysis and evaluation, analyse compensation surveys and obtains all necessary information to prepare compensation proposals and budgets; Oversees the implementation of compensation plan and budget.

Employee Communications
- Manages the organization's employee communications program. Areas of reponsibility include preparation and publication of several or most of the following: employee newsletters, brochures, employees handbooks, and/or materials for employee conferences and seminars.

Employee Safety & Health
- Coordinate with Administrative Department to indentify and analyses unsafe conditions and determine corrective actions. Handle cases of accidents or professional illness.

Employee Relations
- Responsible for administration of the labor law, the labor agreement, the internal regulations agreement, all extra-contractual agreements, and any other provisions that maybe applicable. Research labor/employee relation program to find the most adequate solutions and negotiates with union representatives.

Training & Personnel Development
- Develops, communicates, implements the strategic direction of personnel development and training through Competency Management, Performance Management Process, SMR, IDD etc.
What do I need to qualify for this job?
- at least 5 years as HR Generalist / specialist or line function experience. - 3 year+ experiences in HR specific project /programs is preferable

- 3 year+ experiences in leading team members on HR specific project /programs is preferable - at least 3 years working experience in foreign enterprises/organization
