Position Title: Pipeline Leak Detection Systems Coordinator
This position is based in Nanba, Dazhou . Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid 12 month period. Please provide CV in English.

Key Job Responsibilities
Leak Detection and Intrusion Monitoring:
Responsible for monitoring the safety critical pipeline leak detection systems across the project gathering system to protect the gathering system assets and nearby communities through diligent surveillance of remotely monitored facilities by identifying unauthorized access to pipeline route and indications of potential pipeline leaks.
Balance high level surveillance of multiple pipeline leak & intrusion detection systems with in-depth analysis of site specific real-time data in order to maintain the individual and collective integrity of the pipeline system(s).
To take a proactive approach to mitigating developing threats and ongoing events through close contact with the operational conditions of the pipelines and communication with field support personnel.
Communicate closely with pipeline operations and Nanba Security Control Center (NSCC) personnel to ensure awareness of routine pipeline activity and notification of abnormal situations.
Expert user and key advisor to the tuning of existing and new pipeline leak detection systems to ensure nuisance alerts are isolated from potential real events.
Work with operations staff in enhancing existing leak detection response protocols to align PLDS accuracy with appropriate responses
Be proficient in the application of each function of the system to ensure 24-hour surveillance in the gas gathering system, to control, react and resolve any potential issues identified by the PLDS.
Do a good job in receiving, sending and registering both internal and external liaison, patrol inspection of systems and order documents, and other records.
Track abnormal production situations of the equipment, make appropriate treatment and report.
Carry out careful handover between different shifts and make good records.
Participate in, and initiate when appropriate, Incident Investigations and Near-Loss Investigations.
Understand Honeywell System properties, CCR work scope, DCS operations, functionality of the ESD & PLC and their communication/control with DCS.
Will be required to review, comment, provide input and support Operating Procedure development.

Community Alarm System Operations:
Functional owner of the Community Alarm System (CAS) with detailed understanding of leak detection protocols
Decision authority on activation of CAS in the event of a leak indication in accordance with established alarm activation protocols
Regularly challenge leak detection protocols to align leak detection systems sensitivity with procedural responses
Assist operations team with CAS testing and fault identification and resolution

Compliance and Safety Management:
Fully understands all relevant Operational Excellent Instructions (OEI’s) and Operational Excellence Tenets.
Assist in dealing with serious emergencies during event management
Support the emergency response team.
Participate in the behavioral based safety program (BBS).

Job Requirements
Educational Requirements: University degree or equivalent is required
Work Experience: 5 years or more working with natural gas pipelines with operational experience with pipeline leak and intrusion detection systems.
Comprehensive Quality: Qualified level in “moral character, ability, diligence, performance” evaluation; familiar with natural gas pipelines; familiar with the work flows in gas gathering and transmission; able to judge, analyze, solve, command instrumented systems; able to make quality decisions under pressure.

Other:
Safety administration or technical certification issued by the State Administration of Work Safety and Provincial Administration of Work Safety.
Willingness to work in a 24/7 environment on a 12 hour rotating shift schedule

Personnel attributes required:
Understand the general philosophy of pipeline operations and the associated well-sites and gas treatment plant functionality, shutdown and emergency shutdown systems function. Understanding and operations of the Field Gathering Systems process (theory and practical field experience).
Previous DCS Graphics development highly desirable and general knowledge in the following areas
Be able to navigate through alarms and alarm summary SOE for troubleshooting shutdowns.
Be able to navigate screen to screen.
Understand the architecture of the DCS with regards to face plates and detail screens.
Technical Background Required
Instrumentation, Control Systems or Process Engineering Experience.
Minimum of five (5) years of Operational DCS Experience.
Interpersonal / soft skills
Must have interpersonal skills to perform in a diverse cultural working environment.
Willingness and ability to pass "Fit for Duty" requirements, which includes a visual color perception test, associated with the assigned job task
Must possess strong written and verbal communication skills in both Mandarin Chinese and English languages
Demonstrated computer skills, including ability to use various MS Office products
Demonstrated mathematical skills
Ability to multi-task effectively and efficiently
Demonstrated problem solving experience
