Procurement Operations Supervisor

Job Responsibilities:
The position will be responsible for managing local Procurement Operation activities which includes Change Management, Supplier Management (Direct & Indirect Materials) and Contract Manufacturing Management. The position will also be the primary local contact for coordinating and executing change implementation, day-to-day procure to pay processes, local sourcing, supplier performance, raw material stock control, scheduling, and work closely with other local and regional functions to successfully deploy Supply Chain business objectives. The supervisory role involve Direct/Indirect Buyers, Raw Material Stock Controller/Scheduler, Contract Manufacturing Coordinator.?????

1. Change Management & Implementation

- Lead local change implementation activities. This includes taking implementation lead from Regional Procurement Operations team and coordinating local activities across various functions (mostly local) to enable product / packaging changes, additions and/or deletions to happen within agreed timeline.
- Champion the use of Management of Change (MOC) processes and tools to manage product/package changes and still meeting OE/HES/Quality expectations as well as local laws and regulations.
- Lead and coordinate team with other in-plant Supervisors required to evaluate impact for Supply Chain operation with projects requiring inventory management and/or procurement involvement.
- Pro-actively communicate or escalate change implementation status/issues to local Supply Chain Management and Regional Procurement Operations team for timely recommendation or resolution.

2. Suppliers & Contract Manufacturing Management (Performance and Purchase Order Execution)

- Directs the procurement operation activities of all goods and services required by the Supply Chain Operation.
- Supervise and coach the direct and indirect Buyers in the procure-to-pay processes and tools.
- Align with Regional Procurement Operations team on Supplier Segmentation Framework. Ensure suppliers meet the quality and level of services as agreed in the procurement contracts/orders. Monitor and review the KPI of suppliers’ performance regularly.
- Support and oversee local toll blending activities to ensure smooth operations and continuous supply of toll-blended products to support our network capacity and supply reliability.


3. Raw Material Stock Control & Scheduling
- Supervise and give support to Stock Controller and Production Scheduler to convert Advance Planning and Optimization (APO) monthly and weekly plan into detailed daily production timetable, taking into consideration blending constraints by changeovers and availability of raw materials, empty packages and labor.
- Act as a key member in the team which follows performance Old and Slow inventories reduction, giving support to Planning team and Production team to decide on the solution and their execution.
- Analyzes physical processes in the plant and promotes changes to enhance planning/scheduling/ production processes.
- Identifies the need for SAP systems changes related to supplies of materials and services and works with SAP IT to modify.

4. Manage Local Sourcing Requirements

- Identify opportunities and conduct local sourcing for products and services other than those under regional procurement team’s portfolios.

5. Committed to Operational Excellence (OE) processes implementation, Supply Chain process improvement and Supervisory duties

- Lead the Loss Prevention System (LPS) efforts in the Procurement Operations team, monitoring and coaching direct reports in LPS tools use.
- Lead the SOX revision cycle activities (review / test / audit / corrective actions), and all internal Controls related to the Procure to Pay and Stock Control functions.

Required Qualifications:

- Bachelor’s degree in business, management or engineering
- At least 8 to 10 years of relevant work experience, of which 3 years working experience in leadership or supervisory role
- 5 years work experience preferably from lubricants and industrial multinational companies
- Experience in SAP is a must (R/3 Production Planning, Materials Management and SAP APO)
- Supervisory/ people management experience is a must
- Strong leadership, organization skills, and interpersonal skills
- Strong influencing, analytical, planning, problem solving and project management skills
- Proficient in Mandarin and English both written and verbal to manage communications channel where applicable
- Proficient in Microsoft Applications such as Word, Excel and PowerPoint
