Dimensions:
a) Financial
Total ATL&BTL spend in China in F17 is between 20M - 50M GBP, including media, POS and VAP.
b) Market Complexity
In addition to Diageo China market sourcing support, there will be some regional procurement agenda items to be worked to - particularly in the area of compliance/governance and regional opportunities for ATL and BTL project alignment within the AP team.
c) Leadership Responsibilities & Capabilities
Candidate must be a self-starter; enjoy learning new categories and being capable at sourcing from scratch. Ability to promote own role and the support it provides. Leadership of “procurement” rather than from a people mgt perspective.

9. Manage wide range of short and long term relationships build on trust and mutual benefit. Always delivers to expectations and takes effective action to address any issues.
Purpose of Role
Top 3-5 Accountabilities
1. Provide effective procurement support for Diageo China Ltd. (DCL)/Diageo Shanghai Ltd. (DSL) in following ATL and BTL categories: Consumer PR, consumer promotions, POS, VAP. Be ready to learn and shadow colleagues in the ATL categories of Paid Media and Digital Commerce.
2. Negotiate value in terms of savings, cost avoidances and total value-add.
3. Carry out robust market research to identify trends and potential sources. Maximize long term commercial advantage in terms of creativity, quality, supply, cost and added value to DCL/DSL
1) Manage effective supplier relationships delivering maximum value and service to DCL/DSL. Service to include all aspects of a procurement event – on time delivery, manage quality issues from a relationship perspective (not to perform quality function role). For selected priority suppliers support the supplier and component qualification processes.
2) Manage compliance and governance issues from a procurement perspective. Work SFRM, CCS and CARM agendas in accordance with regional procurement strategies and requirements. Ensure compliance to procurement policy and procedures. Ensure tight focus on effective and efficient PtP process from procurement perspective.
4. Collate and review supplier performance data and lead local supplier performance improvement activity with key stakeholders.
5. Provide supplier performance data to procurement and local stakeholder management on a regular basis and escalate as required.
1) Support and promote regional procurement agenda within DCL/DSL
6. Communicate with global and regional procurement to share learning
7. Support the development and implementation of global and regional strategies and programmes to ensure Diageo spend is being fully leveraged. Ensure best practice and processes are adapted and core capabilities are achieved.
Qualifications and Experience Required
1. University Degree
2. Fluent in Mandarin & English
3. Good analytical skills
4. Well developed project management skills
5. Understands economic, cultural and market environments
6. Sound knowledge of legal, contractual frameworks
7. Generates and sustains effective working relationships with a diverse range of people.
8. Strong negotiation skills
Experience
1. 2-4 years broad and deep international commercial experience
2. Career in a Multinational Company environment
3. Knowledge of ATL or BTL categories in China, knowledge of Supply and/or Indirect categories is a plus.
4. Experience of independent sourcing projects in related categories, experience of independent sourcing project in Supply and Indirect related categories is a plus.
