I. Duties and Responsibilities 工作职责
People – Attract, Retain, Development and Motivate the People to drive the business results
Recruit:
- Staff the key positions at DC with qualify candidates;
- Compile DC manpower plan according to national/regional guideline, and keep track of the staffing progress
- Utilize the national recruitment channels, e.g. recruitment portal, campus recruitment; build effective local recruitment channels, including recruitment agents, job fair, campus recruitment, etc,
- Ensure on-boarding, new hire induction program have been properly implemented;
Development:
- Ensure national people development programs/initiative, including Functional Academy, Management skills development program and succession planning, etc. have been properly carried out in the DC;
- Ensure L & D solutions are delivered as per plan with good quality;
- Build a professional DC HR team and continuously grow the team’s capability
Manage:
- Foster a positive working environment, implement the employee communication programs, ensure that the staff grievance, disciplinary issues have been handled as per the Company’s policy and procedure;
- Monitor the labor cost at the DC, ensure a high level of productivity at the DC;
- Keep track of and report timely on the related government policy change and the movement of labor market and competitors;
- Provide accurate employee data for monthly payroll calculations.
Service – Ensure all HR staff having service mindset and provide professional and proactive HR service to the line managers and the staff
- Instill customer mindset within HR team members; ensure the HR service echoes the business agency and is delivered within reasonable lead time;
- Provide training, coach to HR team members to ensure them well versed with HR policies, procedures and tools, so as to provide prompt feedback to the inquires for the line managers and staff;
- Proactively provide HR consultancy, solutions to the line managers to address the business needs and issues related to people management;
- Proactively ask for internal customer feedbacks on HR service and take them as opportunities for continuous improvement;
Product – Communicate and implement HR initiatives/programs/tools to achieve the business objectives as designed
- Clear articulate the HR policies and procedures to the staff and provide clarification whenever needed;
- Communicate, execute HR initiatives, programs to achieve the business objectives as designed;
- Provide on-site and 1st level support to the users of HR program/tools, including HR eSystem, Performance Management, Succession Planning and Talent Assessment, etc.
Quality – Deliver good quality HR service in terms of customer experience and internal control
- Define the service lead time for key HR service items and monitor the performance;
- Monitor and keep track of headcount and labor cost as per approved budget and updated business plan;
- Ensure the data accuracy in related HR reports, HRMS and other eSystem;
- Ensure the Authority Matrix has been adhered to all the time: ensure the employee P-file have been maintained and updated timely and properly;
- Ensure training courses/solutions are delivered as per planned; training participants and line manager’s feedback are collected for quality measurement and improvement.
Compliance – Ensure HR administrative being compliant to external regulations and internal company policies. Ensure high integrity of team’s work
- Build and maintain a positive working relationship with local labor regulations; minimize the risk in government regulations; handle labor dispute cases properly;
- Adhere to the Company HR policy at all HR practice;
- Ensure the Authority Matrix has been adhered to all the time; ensure all HR related documents have been maintained and updated timely and properly;
- Ensure Code of Conduct has been communicated and acknowledged by all staff.
Result – Deliver HR support to driver business results
Staffing – The DC are staffed with quality candidates in accordance with the business plans;
Rewards
- Ensure the data for payroll calculation is accurate;
- Ensure all pay decisions are in line with national pay structure and guideline; based on the market trend to propose to fine tune the entry salary to stay market competitiveness;
- Ensure the data integrity in HRMS and other HR eSystem
L & D
- Training solutions are delivered with good quality based on TNA and business need
- L&D related MI is produced accurately;
Employee Relationship
- Employee communication program is implemented as per plan;
- Handle staff grievance, disciplinary issues and labor dispute without delay and as per Company policy;
- Improve employee engagement;
