- 制定人力资源规划及人才战略并指导实施，为公司业务发展提供全面、系统的人力资源保障；
- 指导、建设、培养、领导人力资源管理团队，指导、监督、审核各子公司人力资源管理工作。
- 建立并完善人力资源管理体系，研究、设计并完善符合公司现状及未来发展需要的人力资源管理模式，制定、完善相关人力资源政策和制度，并监督执行；
- 组织制定并实施有效的人才培养和人才储备措施，贯彻企业人才战略，保障企业发展目标的达成；
