OBJECTIVE OF ROLE
The staff is responsible to manage a group of IT staff and related IT function he/she oversees. He/She must provide leadership in making sure the company’s IT functioning is efficient and effective whilst at the same time be prepared to be hands on and roll-up his/her sleeves to work with the team directly. He/She must provide leadership in designing, planning, overseeing development and implementing computer-based solutions to serve end users. He/She will be responsible for technology evaluation to ensure relevance of technology within the organization.
The staff should have relevant experience in healthcare domain and can demonstrate knowledge of current health care requirements and trends, as well as strong strategic thinking abilities. Under the direction of the Director of Information Technology serves as advisor to Senior Management on issues related information technology; directs and oversees all organization-wide technology planning, organization and implementation, including but not limited to: network configuration and management; network security; hardware and software selection, maintenance, and implementation.

MAJOR DUTIES AND RESPONSIBILITIES
(A)SPECIFIC (80%)
1 Provide supervision and direction to a group of (Senior) Systems Analysts, (Senior) Systems Engineers and/or (Senior) Executives.
2 Motivates, supervise, guide, develop and support a team of junior staff.
3 Appraise and be responsible for the efficiency and performance of junior staff.
4 Maintain a high standard of ethics and professionalism at all times.
5 Liaise with vendors and government agencies (e.g. Ministry of Health) where necessary.
6 Plan, organize and control analysis of assigned functional area requirements.
7 Develop policies and procedures for implementation, programming and maintenance of assigned areas.
8 Manage and report on assigned functions’ metrics.
9 Coordinate efforts between IT (both his/her own unit and other units) and users.
10 Ensure assigned project timeline and budgets are met.
11 Liaise closely with IT Director to ensure proper functioning of assigned area.
12 Functional area as assigned based on key IT organization pillars.
13 Responsible for technology evaluation.
14 Excellent analytical, communication (English and Mandarin) and interpersonal skills, with the ability to follow directions required. Maintains website and social media accounts and development.
(B)GENERAL (20%)
1 To meet up with assigned staff regularly to review work progress, procedures and standards of performance.
2 To look out for opportunities for advancement for junior staff.
3 Work with peers in other areas both to ensure proper total IT department functioning as well as to be able to provide cross team coverage – i.e. a person holding this person should expect to be called upon to cover areas not in his or her primary day to day functional area.
4 Willing to travel on both long-term and short-term basis.
5 Any other duties as directed.
JOB REQUIREMENTS
1 Degree in Computer Science or relevant degree
2 Minimum 5 years’ experience in technology leadership positions, with a strong preference experience in a health care setting.
3 Strong understanding of administration record, clinical and medical systems, and hospital workflow.
4 Working experience with physicians and nurses as it pertains to the integration of outpatient and inpatient system methodology.
5 Strong problem solving and analytical skills
6 Positive work attitude and ability to work under pressure
7 Minimum 5 years’ experience implementing, maintaining, and managing electronic Health Information systems in China.
8 Minimum 5 years’ experience in coordination and implementation of computer and peripheral systems, including planning, specifications development, purchasing, installation, training, trouble shooting. Experience in network administration with minimum 2008 Windows servers, including knowledge of TCP/IP, network security, antivirus and anti-spam techniques will be a plus, including Active Directory and Exchange.
