LOCATION: The incumbent may be assigned to work at the Consulate or one of the Consulate’s off-compound facilities in Guangzhou.

The U.S. Consulate in Guangzhou is seeking an eligible and qualified applicant for the position of Maintenance Inspector (Building Automated Systems Technician) with the Facilities Management Office (FAC).

BASIC FUNCTION OF POSITION

The Maintenance Inspector reports to the Senior Maintenance Supervisor and directly supervises 5 employees to ensure all Consulate compound Building Automation System and related HVAC equipment is maintained in a professional and timely manner. The Maintenance Inspector operates and maintains Direct Digital Control (DDC) systems and Building Automation System (BAS) components on boilers, heat exchangers, water chillers, water heaters, air handling and air conditioning units. The Maintenance Inspector analyzes malfunctions in heating, ventilating and air conditioning systems and equipment and makes necessary adjustments or repairs. The Maintenance Inspector serves as the leading technical authority advising the Facilities Manager (FM) and senior consulate management on BAS-related issues. The Maintenance Inspector performs scheduled and unscheduled after-hours duty for 24/7 emergencies.

QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position’s required qualifications, will not be considered for this position.

Education:
? Two years of College studies in mechanical, electrical, HVAC, or engineering is required. Advanced technical training in electrical, mechanical, HVAC or industrial engineering is required.

Experience:
? Five (5) years of experience in the operations and maintenance of large commercial (multi-story) HVAC systems, or mechanical or Building Automation System programming to include a minimum of one (1) year of related HVAC/BAS supervisory experience are required.

Language:
? Level III (good working knowledge) speaking/reading/writing English is required. (This will be tested)
? Level III (good working knowledge) speaking/reading/writing Chinese Mandarin is required.

Knowledge:
? Must have comprehensive professional and considerable knowledge of related technical fields. Must have thorough knowledge of construction practices and fire/life safety standards. Must have good knowledge of building/grounds maintenance trades operating practices/procedures, and local building and construction codes.
? Must have good working knowledge and understanding of building automation systems, system architecture, equipment and data management with emphasis on Siemens and Johnson Controls. Must have strong background and knowledge in fire alarm and monitoring systems, fire suppression systems.

Abilities and skills:
? Must have ability to prepare plans, specifications, technical drawings, and interpret plans and specifications prepared by others; to absorb and understand highly complex information within multiple technical disciplines. Must be able to supervise and provide technical guidance to a multi-trade work force while ensuring a quality and timely work product; to establish effective working relationships with employees, contractors and local officials.

ADDITIONAL SELECTION CRITERIA

Appendix A - DEFINITIONS

Eligible Family Member (EFM): An EFM for employment purposes is defined an individual who meets all of the following criteria:

? U.S. Citizen or not a U.S. Citizen; and
? Spouse or same-sex domestic partner (as defined in 3 FAM 1610); or
? Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support. The term “child” shall include, in addition to natural offspring, stepchild, adopted child, and a child under legal guardianship of employee, spouse, or same-sex domestic partner when such child is expected to be under legal guardianship until 21 years of age and when dependent upon and normally residing with the guardian; or

? A MOH must be officially declared to the COM by the sponsoring employee as part of his/her household; and

Not Ordinarily Resident (NOR) – An individual who meets the following criteria:

? An EFM, USEFM or AEFM of a direct-hire Foreign Service, Civil Service, or uniformed service member permanently assigned or stationed abroad, or as appropriate, at an office of the American Institute in Taiwan; or
? Has diplomatic privileges and immunities; and
? Is eligible for compensation under the FS or GS salary schedule; and
? Has a U.S. Social Security Number (SSN); and
? Is not a citizen of the host country; and
? Does not ordinarily reside in the host country; and
? Is not subject to host country employment and tax laws.

Ordinarily Resident (OR) – An individual who meets the following criteria:

? A citizen of the host country; or
? A non-citizen of the host country (including a U.S. citizen or a third-country national) who is locally resident and has legal and/or permanent resident status within the host country and/or who is a holder of a non-diplomatic visa/work and/or residency permit; and/or
? Is subject to host country employment and tax laws.

EFMs without U.S. Social Security Numbers are also OR. All OR employees, including U.S. citizens, are compensated in accordance with the Local Compensation Plan (LCP).
