GRADE: Not-Ordinarily Resident: FP-7 USD 42,169 p.a.

LOCATION: The incumbent may be assigned to work at the Embassy or one of the Embassy’s off-compound facilities in Beijing.

The U.S. Embassy in Beijing is seeking an eligible and qualified applicant for the position of Automotive Mechanic Foreman with the General Services Office.

ALL ORDINARILY RESIDENT (OR) APPLICANTS (See Appendix A for definition) MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION.

BASIC FUNCTION OF POSITION

The Automotive Mechanic Foreman manages the maintenance and repair program for over 100 government owned vehicles (GOVs) to ensure safe and efficient operation of the fleet valued at USD $3.7 million, including direct supervision of in-house mechanic and 1 clerk, management and overall responsibility of Embassy Auto-mechanic Workshop including parts and supplies, maintaining required recordkeeping, submission of procurement requests and ordering services on BPAs, overseeing/monitoring work of outside contractors/workshops in a role similar to a COTR (Contracting Officer’s Technical Representative) and making recommendations as to replacement vehicles and replacement scheduling.

QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position’s required qualifications, will not be considered for this position.

Education:
? College or university studies are required. Completion of vocational training or apprenticeship in the field of auto mechanics is also required.

Experience:
? At least two (2) years of journeyman automotive mechanic experience; familiarity with different types of vehicles (foreign made cars with automatic transmission and computer diagnostics) is required. Must have additional minimum of six (6) months of supervisory automotive mechanic experience.

Language:
? Level III (Good Working Knowledge) speaking/reading/writing in English. (This will be tested.)
? Level IV (Fluent) speaking/reading/writing in Chinese is required.

Knowledge:
? Must have full journeyman automotive mechanic trade knowledge. (This will be tested and certifications will be verified.) Must be familiar with auto technical systems and auto repair (in English and Chinese) in order to: provide backup and support to the primary auto mechanic (often working alongside the primary mechanic); recommend maintenance and repair of vehicle fleet; review vendors’ recommendations and provide expert guidance to Motor Pool Supervisor and American Supervisor; and determine whether completed work is acceptable. Must have knowledge of Chinese traffic laws and the laws governing the technical requirements for vehicles (emissions and safety standards). Must be familiar with the local market in car repair and parts.

Abilities and skills:
? Verified journeyman automotive mechanic skills are required. Must have journeyman skills with tools and equipment in the repair and maintenance of motor vehicles including the computer diagnostics and use of modern repair technology. Must have good organizational and communication skills. Must be skilled in computer applications such as spreadsheets, databases, and email. Basic numerical skills – Must be able to check suppliers’ billing, do basic calculations, use a calculator.
? Must have category C driver’s license.

SELECTION PROCESS: When qualified, applicants who are U.S. Citizen Eligible Family Members (USEFMs) and/or preference-eligible U.S. Veterans are given a preference in hiring. ADDITIONAL SELECTION CRITERIA

? All completed applications received by the closing date will be reviewed by HR to determine which applicants meet the advertised position’s required qualifications. When appropriate, the HR Office will administer necessary language and/or skills testing to confirm an applicant’s qualifications. Applicants who are unavailable for testing will not be considered.

? Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

? Current LE Staff employees are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

? Current Ordinarily Resident (OR) employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.

? Current U.S. Citizen EFM employees who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

? Current Not Ordinarily Resident (NOR) employees hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
