A leading EU process assurance company is looking for a rail industry operations manager in Beijing.

Key Responsibilities

1. To manage effectively the resourcing of our people to Rail activities and in support of the global Transportation business
2. To ensure all the business projects are on track and execute as planned, and to allocate people to projects, bids and other key activities in the business, either directly or via the team leaders
3. To manage conflicting resourcing issues, and to identify and implement appropriate solutions, or escalate to the Regional Operations Director as appropriate
4. To develop the size and balance of skills in the delivery teams by creating Personal Development Plans to meet business requirements
5. To engage with the other Transportation resource managers (or equivalent) to provide appropriate resource to inter-group activities
6. To manage performance across all the delivery teams, including ensuring that PPPs are carried out in a timely and effective manner
7. To create a workforce with breadth of capability by encouraging people to work flexibly across technical disciplines
8. To line manage the team leaders, and through them, the delivery teams
9. To report weekly on resourcing and HR issues within the delivery teams
10. To report monthly on 3 month look-ahead on utilisation, demand trends and common themes on resource allocation issues
11. To comply with company Health and Safety requirements with respect to their personal health and safety and, as manager, to be responsible and accountable within their respective areas for: the management and control of risk, demonstrating visible safety leadership and ensuring implementation of health and safety systems and compliance

Technical/Professional Qualifications/Requirements
1. Educated to degree level in an appropriate discipline.
2. More than 8 years working experience in Rail industry
3. Able to travel to our offices in the region (and possibly internationally)
4. A wide appreciation of all rail disciplines and competences
5. Proven experience of effective performance management of a team
6. Ability to devise, develop and implement efficient and effective business processes
