This position is based in Nanba, Dazhou . Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid 12 month period. Please provide CV in English.
Overall Office Coordination for Production Manager:
Arranges requested department meetings, venue, schedule and attendees. (LT, Operations Communications, regular governmental meetings, Planning, Budget, and special topical meetings etc)
Manage the PM calendar and schedule access for those seeking appointments or needing signatures.
Arranges transportation and logistical support for PM, VIP visitors, and other department personnel. This includes corporate functional sponsor visits and interview schedule arrangement, coordinating special functions and dinners, and arranging special meeting venues as required.
Liaise with Chengdu office for administration requirements for high level meetings and visits. Maintain communication with Chengdu office admins and office manager to maintain consistency with overall administrative requirements and organization of specific events.
Record and distribute the minutes of meeting for the operations department, i.e. the Ops Weekly Report, OELT, Ops Planning, Nanba Real Estate, Contractor & Vendor meetings, and governmental meetings.
Single point of contact interface with the many suppliers, vendors and contractors that the PM deals with. Arranges for signatures and chops on contracts, work requests, with internal and external parties needing access to the PM.
Make all necessary travel arrangements and room reservations for expat operations personnel both for business and rotational travel.
Primary Contact for Government Communications with Production Manager:
Serve as the focal point for all government communication with PM and civil government, regulatory agencies, and law enforcement agencies.
Maintain comprehensive government correspondence and communication log, with periodic review for outstanding actions required by CDB.
Arrange and organize regular monthly meetings with county coordination offices and CDB participants. Maintain and archive the meeting minutes and action items.
Place phone calls or make contact with government officials on behalf of the PM.
Control and Manage Nanba Cash:
Assist with record keeping and reconciliation of Nanba emergency cash and petty cash reserves.
Linguist Tasks:
This position is the normal interface for all Chinese staff members, contractors, suppliers, government officials, and visitors that come to the office to do business with the PM. For involved or highly technical interpretations or translations a technical translator will be used.
Provide routine daily translation and interpretation required in the normal running of the PM office.
When required, provide oral and written interpretation for the PM for urgent documents or meetings.
Review and / or assist with translating documents related to internal and external correspondence, weekly reports, partner correspondence, emails, audit reports, regulatory edicts, and other notices.
Provide confidential interpretation for very sensitive matters for the PM as required with partner deputies, government officials, contractors, and various staff members.
Document Control:
Manage document control for PM and other expatriate management in Information Center and in the IM archives.
Manage the hard copy filing for Operations in accordance with the Information Management compliance rules. Work with IM to provide secure location and revision control.
Manage printing, scanning and copying tasks as required by PM. Print, scan and copy routine document for ops staff.
Arrange for large size drawings and project documents to be printed locally. Work with local print shop contractor to meet the needs.
Serve on the Nanba IEMT as needed to manage all required documents and correspondence for events.
Safety / Compliance Focus:
Actively participates in the CDB BBS program.
Populates and collects safety and compliance information as required by PM for work group.
Becomes an RSI Workstation Evaluator.
Accompany the PM on safety walks and audits and participate in conversations with the workforce on site.
Costs and Contracts Reports:
Generate and prepare monthly contract expenditure reports for trending of spend rate relative to remaining value.
Work with finance and contracts group to ensure the accuracy of the reported figures.
Generate and prepare cost reports as required by PM and work to resolve any cost allocation anomalies with finance.
Job Requirements:
This position requires effective management of cultural, philosophical and operating differences, requiring a high degree of cultural sensitivity and keen interpersonal skills.
Required (Basic) Qualifications:
Cooperative and positive interpersonal skills.
High level of ability to understand and verbally understand instructions, directions and tasks in English.
Ability to write English documents such as meeting minutes, letters, emails and memorandums.
Good level of proficiency on MS Office applications, especially Excel, Word & Microsoft Projects.
Excellent organization skills and ability to prioritize and multi task.
Understanding of basic document control.
Ability to conceive and implement processes and procedures.
Ability to manage staff, vendors and service providers effectively.
Must be adaptable, and able to work under high pressure for extended periods in basic conditions.
Education: Undergraduate or higher
Professional Background: Office administration and coordination, or executive assistant experience desirable.
Work Experience: Excellent organizational skills to perform administrative tasks in support of competency development activities.
Comprehensive Quality: Qualified through “moral character, ability, diligence, performance” evaluation; familiar with document process flows, quality assurance processes and tracking mechanisms. Understand how to coordinate work activities between multi discipline groups while developing procedures to maintain quality in training processes.
Other: CET- 6 or higher for English skill.
