职位描述：
The major personal focus of this position will be tactical and strategic commodity sourcing of Pressure vessel/Tank/Evaporator/Condenser/Tublar shell heat exchanger/Tube-fin heat exchanger/Hopper and products etc., including detection, selection, approval and establishing third party equipment suppliers. The person in this position must be able to provide functional hands on activity, vision, direction and guidance towards cost reductions, outsourcing process improvements and international sourcing strategies.

Essential Duties and Responsibilities: (基本职责)
o Ability to understand and manage efforts to meet cost reduction targets.
o Ensures that daily activities are coordinated with management and lead to accomplishing organizational and operational goals.
o Responsible for regional supplier relationships and performance throughout the transition/development phases, this would include: delivery schedule, quality, financial goals/savings and total cost of commodity.
o Responsible for the product localization from our oversea manufacturing locations.
o Responsible for coordinating, identifying and/or be part of a procurement team to support major cost reduction initiatives, supplier development and transition.
o Responsible for quality measurements and site inspections as needed.
o Worked within commodity groups associated with the end product.

Major Responsibilities
o Regional project management overseeing projects that combine imported parts or equipment with locally sourced equipment parts
o Contribute to make/buy decisions by presenting alternative suppliers
o Responsible for expediting locally sourced materials and equipment
o Supplier supervision during project
o Cultivate new sources of supply in order to drive down costs and improve quality and delivery
o Creates and revise project schedules including: generating tasks, estimates, and milestones
o Responsible for timely completion of assigned projects within budget and resulting in high customer satisfaction
o Analyze the total cost of ownership, total life cycle cost and inter company source vs. outsourcing decisions from 3rd party manufacturer
o Check and approve drawings and documents, ensuring completeness, accuracy, and compliance with established engineering and manufacturing procedures.
o Ensures that quality, Compliance and other corporate policies are maintained for assigned projects,

Qualifications: (工作资格 )
o Able to understand specifics of machinery and value price differentiated technologies. Pressure Vessel/Tank Engineering background is strongly preferred.
Understand GB150-1998, GB151-1999
Understand ASME Volume 2, 8 & 9 version 2007
                  Understand PED 97/23/EC
Understand AD-2000
Good understand general welding process & NDT knowledge
Be familiar with western quality standard & level
o Self starter, creative, highly motivated, team player, results driven and solution provider
o Able to read, interpret and prepare technical drawings
o Strong technical reading/writing skills in English.
o Able to present ideas and information clearly and concisely
o Like to work and communicate effectively in an international team and multicultural environment.
o Effective organization, problem solving and prioritization skills
o Ability to define problems, collect data, establish facts, and draw valid conclusions.
o Self-motivated - able to work independently requiring minimal supervision.
o Flexibility to work outside normal work hours/weekends, as required.

Language Skills: (语言技能)
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Conversational and writing skills in both English and regional dialects are required. Technical translation ability (blueprints, specifications, process definitions) is also required.
