1. 推进企业大学的培训体系的建立和完善，支持集团建立学习型组织和人才发展系统及规划；

2. 根据集团整体总体业务规划和战略转型要求，建立和不断改善核心岗位能力模型，支持绩效管理和人才发展系统的建立；

3. 负责集团中、高层管理人员领导力评估系统和发展系统（项目）的建立，支持战略人才规划；

4. 改善基础培训管理系统和效果评估系统；

5. 根据企业年度发展规划和资源，制定年度培训计划，并负责项目实施、评估效果以不断提升培训机制；

负责集团培训资源的拓展和整合（包括外部课程供应商和内部讲师），提高资源利用效率；

6. 负责协鑫大学培训档案的建立和维护，定期进行核心人才能力盘点；

7. 加强企业文化宣贯，持续提升企业文化认知度；

8. 指导下属产业公司培训工作的开展，并进行重点项目的督导落实。
